Mō te tūnga | About the role


The purpose of Te Tari Pūreke, Firearms Safety Authority business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations.

Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system.

The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.


The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.


As Change Analyst, you will report into the Service Improvement Manager, and you will play a critical role in developing a change vision which provides a picture of what the future looks like for the Regulator and what activities need to occur to bridge the gap.

We are looking for someone with strong communication skills and a demonstrated ability to interpret

issues into business processes.

You will need strong organisational and time management skills and be a natural problem solver with excellent attention to detail.

Someone that proactively addresses issues, looking for shared wins and outcomes and works effectively on their own and within a team.


You will need flexibility to adapt within a fast-moving environment and identify audiences and raise any issues and risks relating to stakeholders to ensure effective engagement and proactive issue resolution.


You will interpret data/information and communicate insights that summarise key issues and findings, formulate supportive ideas and materials as well as present findings and ideas clearly and concisely to a variety of key stakeholders.


Demonstrating the commitment of the Treaty of Waitangi, Māori and other communities and cultures is also a key part of this role.


Takohanga Matua | Key Accountabilities:

  • Lead change management activities on projects to ensure limited impacts to workgroups, including writing communications, presentation packs, guidance materials, website updates, training, and planning.
  • Arrange logistics for change related workshops and meetings.
  • Development of business readiness assessments and plans.
  • Measure change effectiveness and success.
  • Support senior change team members in all aspects of change management activity on large transformation programmes.
  • Demonstrate commitment to the principles of the Treaty of Waitangi, Māori and other communities and cultures.
  • Building and maintaining excellent working relationship with people across the organisation.

Qualifications / Requirements:

  • Relevant tertiary qualification containing significant component of statistics or other mathematical disciplines, or equivalent experience preferred.
  • Applicants need to be New Zealand Permanent Residents

Experience is to include:

  • Experience in Change Management projects across government.
  • Experience and knowledge of change management principles, methodologies, and tools.
  • Experience in preparing high quality presentations and senior level papers.
  • Considerable experience in developing transition and training plans.
  • Experience working across multiple work streams and managing multiple deadlines.
  • Experienced in the use of the Microsoft suite of products.
  • Considerable experience as a facilitator and has confidence presenting to large groups of people.
  • Has a strong understanding of the endtoend change lifecycle, and how to motivate adult learners within that lifecycle.
