With approximately 370 staff, MoT's key responsibilities include development of regulatory settings, legislative advice and Crown agency governance, accountability and performance.

The Auckland Light Rail team is seeking a Principal Programme Planner to support the Ministry's role in the Auckland Light Rail project, one of the biggest infrastructure investments in Aotearoa New Zealand.

This is a unique role where you will be given a significant opportunity to grow and progress your career, alongside working on high profile and challenging issues across the transport system.

The government has set up a dedicated ALR Unit to advance the project through more detailed planning, design and assessment, alongside further stakeholder and community engagement, to prepare the project for delivery.

The Ministry plays an important role in advising the government on the policy implications of this work, and in ensuring the governance and system settings are in place to support joined-up decision making by project Sponsors.

About Auckland Light RailThe Auckland Light Rail programme has entered a critical phase and as the transport system steward, the Ministry has an important role to oversee a cross-agency work programme to support its delivery.

This ensures the provision of policy advice to Ministers and project Sponsors on matters including investment management, funding and finance, integrating investment with the government's wider urban development activities and standing up a new delivery entity.

The Ministry also leads on establishing and maintaining the governance and monitoring arrangements needed to deliver the project and its various outcomes.

In the Principal Programme Planner role, you will establish the Master Schedule within the Ministry which will have oversight of all ALR Programme activities.

You will liaise with the ALR Unit and work closely with other stakeholders to ensure decisions are well informed, timelines met, and Sponsors of the Project is briefed throughout.


In this role you will have the opportunity to:

  • Maintain the ALR Work Programme Schedule including management tools, mechanisms and processes for reporting and prioritising workflow across the entire Programme
  • Work with stakeholders from agencies, Council and the ALR Unit to collate project/programme reporting including the identification of issues, risks or dependencies across the programme.

  • Excellent communication, interpersonal and influencing skills
  • Knowledge of exploring new ways to stimulate continuous performance improvement ideas leveraging the use of existing data sets and information management process
  • Ability to monitor, understand and act on programme dependencies and impacts to schedule
  • Ability to quickly assimilate, analyse, structure and deal creatively and effectively with a wide range of complex (and often competing) issues
  • Able to anticipate risk and come up with effective mitigation strategies
  • Able to have courageous conversations and proactively manage conflict
  • Ability to support, advise and upwards manage governance groups
