Our Financial Stability Group (FSG) develops and implements prudential policy to protect and promote the stability of New Zealand's financial system.

This helps maintain public trust and confidence in our banks, insurers, non-bank deposit takers and Financial Markets Infrastructures.

It also reduces the risk of a financial crisis that could seriously damage the economy, and the prosperity and wellbeing of New Zealanders.

We are looking for three Analysts or Senior Analysts to join the Resilience Policy, Dynamic Policy, and Policy Projects teams that sit with the Financial Stability Group.

Te tūranga - The roles In each of these roles you will be working as part of a team of experienced and highly regarded colleagues.

You will be involved in all aspects of policy development from problem identification and the analysis of different policy options through to the drafting of consultation documents and industry engagement.

You will play a key role in contributing to the development of clear and effective policy and guidance for banks, insurers, non-bank deposit takers and financial market infrastructures.

These are three unique opportunities where you will work in areas that will have a direct impact internally and externally.

People appointed as Analysts will be expected to undertake similar responsibilities but working more closely with more experienced team members.

They may have limited work experience or be recent graduates.

Analyst or Senior Analyst - Dynamic Policy The Dynamic Policy team deals with emerging risk and is responsible for the development of clear and effective policies in a variety of areas like governance, climate change, suitability, disclosure, and cyber resilience.

The team and the role operate in an agile way and work across the breadth of the Financial Stability Group and is involved in work throughout RBNZ.

This is a role full of variety and will be working on drafting policies, researching emerging issues, making policy recommendations, and reviewing existing policies.

A key areas of focus for the Dynamic Policy team includes a fundamental review of the policy for branches of overseas banks, and the implementation of the Financial Market Infrastructures Act.

Analyst or Senior Analyst - Policy Projects The policy projects team has a key role in the legislative process and subsequent implementation of the new Deposit Takers Act (DTA).

Looking beyond that, the team will continue to be used in similar priority programmes of work (including policy development and analysis) across the Financial Stability Group, especially those involving other agencies involved in financial regulation (such as FSAPs - the periodic review of NZ financial system regulation and resilience conducted by the IMF).

This is a unique opportunity to be involved in remaking how this sector is regulated. For this role legislative experience would be an advantage. View the position description here.

Analyst or Senior Analyst - Resilience Policy The Resilience Policy team has a particular focus on prudential liquidity requirements and recovery, resolvability and resolution frameworks.

It is also the lead point of contact for the Trans-Tasman Banking Council.

The team will be focusing on the development and implementation of new recovery and resolution arrangements for all sectors of the financial system and a fundamental review of prudential liquidity policy for banks and NBDTs.

There is also the opportunity to contribute to/lead innovative research on key policy topics like ongoing work assessing the liquidity of New Zealand's financial system and the design of new tools to resolve financial institutions.

Experience in liquidity or an interest in this area would be an advantage for this role as liquidity policy review will be a key focus for this role.
