Te Tāhuhu o te Mātauranga | the Ministry of Education is changing how it works to better support educators and the ākonga and whānau they serve.

We have taken the opportunity to look right across our organisation and redesign ourselves in ways that will strengthen how we deliver locally, regionally and nationally integrated services, and how we provide support and challenge to drive improvements across the education system.

Our transformation started in 2021 with the creation of Te Mahau. Te Mahau provides services and support for education staff and leaders, ākonga and whanau nationally.


The primary focus for Te Mahau moving forward is to collaborate and offer leadership and integrated services across its Te Tai Runga (Southern), Te Tai Whenua (Central) and Te Tai Raro (Northern) takiwā.

By establishing a national service delivery model, Te Mahau will enhance its leadership and capability to efficiently navigate and operate more effectively at the interface of kāwanatanga and rangatiratanga.


We are making significant changes to how we deliver our service by doing the following:

  • Taking practical action to give effect to te Tiriti o Waitangi
  • Giving priority to regional and local voice.
  • Delivering greater responsiveness, accessibility and integrated services and support
  • Improving feedback loops and information flows

Mō tēnei tūranga | About this role
The Chief Advisor, Early Learning will provide thought leadership and expertise to support the Hautū | Deputy Secretary and National Early Learning Portfolio holder

Specifically, you will:

  • Have an overview of the Ministry's Early Learning work programmes, specifically _He taonga te tamaiti
  • Every child a taonga: Early learning action plan _,
  • Build and maintain relationships with early learning sector leaders and other government departments,
  • Work across senior levels of Te Tāhuhu o te Mātauranga to promote and support early learning activities,
  • Work closely with relevant Minister's offices.
  • Support governance arrangements for early learning across the Ministry of Education
  • Use data and insights to make evidencebased decisions and recommendations on strategic issues,
  • Identify trends, risks and opportunities to protect and enhance the integrity and reputation of the Ministry,
  • Develop networks, partnerships and collaborate with stakeholders to identify and develop innovation opportunities that progress Te Tiriti excellence for ākonga/learners, whānau, hapū, iwi and Māori communities.

Mōhou ake | About you

  • A deep understanding of the early learning sector, including an understanding of the current operating environment, including opportunities and challenges for early learning in Aotearoa New Zealand.
  • Significant experience working in and across government, including the production of strategic advice and material to executives and Ministers.
  • Experience in a leadership or senior advisory position in a complex organisation,
  • Experience leading and contributing to strategic initiatives, work programmes or projects that have organisational impact,
  • Demonstrated engagement, persuasive and influencing skills across a multitude of stakeholders including colleagues, Māori and iwi and Ministers,
  • Knowledge of the government's direction, policy priorities, planning and budgeting processes in relation to early learning,
  • Demonstrated ability to use data and insights to identify trends, risks and opportunities to guide and influence organisational and systemlevel decision making,
  • The ability to deal with ambiguity and complexity whilst maintaining operational efficiency,

***At Te Tāhuhu o te Mātauranga, we work to provide services and support nationally, regionally and locally to the education sector, and in some cases, directly to ākonga and whānau. To better deliver on this, we are currently undergoing an organisational design change. The transition phase to improve the way we deliver our purpose will be complete in 2023.
