The National Emergency Management Agency (NEMA) provides national leadership to New Zealand's distributed emergency management system.

Mō tēnei tūranga mahi | About this role

In this role you will be responsible for leading a team of three staff to develop and deliver NEMA's strategic policy work programme.

The Strategic Policy Team sits within the Policy Unit, which is responsible for navigating and influencing the government policy interface that enables all NEMA's roles.

The Policy Unit is responsible for providing emergency management related policy advice to government, the CDEM sector, and the wider emergency management and national security systems.

The Policy Unit also supports NEMA, its Executive Leadership Team, Regional Emergency Management Advisors, operational business units and CDEM Groups.

The Strategic Policy Team owns NEMA's strategic policy work programme, including the development of new system strategies, settings, policies and products, and is the interface with a busy cross-government policy work programme.

As part of working within NEMA, there may be a requirement to respond to emergency activations in the event of a national emergency response.

This may involve responding to events outside of normal working hours if an emergency response of national significance occurs.

You will be a natural strategic policy thought leader, with the following attributes:

  • Good strategic acumen, including ability to spot opportunities and risks, and prioritise
  • Anticipates complex problems and watches for indicators that warrant intervention
  • Flexibility of approach/thinking, able to adapt in constantly changing circumstances
  • Comfortable facilitating a collaborative work environment, with an eye on strategic priorities
  • High level of judgement with the ability to make effective decisions in complex situations
Huanga Whaiaro | Key requirements

  • Experience managing a team of policy professionals and comfort leading and developing staff and policy advice in line with the DPMC Policy Skills framework
  • Experience leading and overseeing strategic policy projects and with machinery of government, to deliver expected outcomes
  • Experience in persuading, influencing, building and maintaining effective collaborative relationships
  • A relevant tertiary qualification or an equivalent body of knowledge and experience
