At Manatū Hauora - Ministry of Health we are the kaitiaki of the health system, providing leadership and driving strategy and performance.

We regulate the health sector and are the primary source of advice on health matters.

The System Enablers team is part of the Health System Settings group in Te Pou Rautaki (Strategy, Policy and Legislation directorate) of Manatū Hauora which leads the long-term strategy, setting direction and priority areas for investment for Manatū Hauora.

Ko tōu ake mahi - What You'll Do

You will lead a policy team within the Health System Settings Group, which will lead strategy and policy work impacting on key enabling settings to support our health system achieve Pae Ora/Healthier Futures.

This will include but not exclusive to agenda's such as medicines management, digital health strategy and policy, and developing a rare disorders strategy.

Your team will contribute collaboratively to other areas of work across the group and the wider directorate, as needed.
You'll develop and lead a work programme for your team, ensuring the work produced has maximum impact.

You'll support your team on their development journeys, ensuring that they have opportunities to do work that's challenging, meaningful and helps them to grow as policy professionals.

You'll bring a thorough understanding of public policy issues and have demonstrated success in leading complex policy pieces.

You'll know what robust policy advice looks like and you'll support your team to deliver to a high standard on every piece of work.

You may have a background in health or you may be a seasoned policy professional looking to make a difference in improving health outcomes in a meaningful and highly visible way.

At times you will lead virtual teams across the Ministry and sector, including policy, operational and clinical stakeholders. You'll understand the machinery of government and the ability to work collaboratively with partners is a must.

You'll provide clear direction for your team, ensuring equity issues and our obligations under Te Tiriti o Waitangi are at the forefront of our thinking and advice.

Previous successful experience in collaborating and brokering with other agency and sector stakeholders is required.

  • A thorough understanding of public policy issues and have demonstrated success in leading complex policy
  • Understanding of the machinery of government and know how to collaborate to get things done.
  • An indepth understanding of what robust policy advice looks like and you'll support your team to deliver to a high standard on every piece of work
  • An understanding of our obligations under Te Tiriti o Waitangi
  • Previous experience in collaborating and brokering with other agency and sector stakeholders to achieved desired outcomes


You may have a background in health or disability policy or you may be a seasoned policy professional looking to make a difference in improving health outcomes in a meaningful and highly visible way.
