We have an opportunity for an Enforcement Decision Lead to join our Safety Camera System team to oversee enforcement decisions and provide assurance that NZTA's response to review requests aligns with regulatory responsibilities and strategic outcomes from safety camera enforcement.

Along with this, you will provide expert advice on enforcement decisions to subject matter experts and the Courts. This includes the preparation of prosecution files for severe non-compliance for presentation to external counsel.

The purpose of this role is to deliver effective regulatory management through monitoring enforcement decision outcomes from safety cameras to ensure alignment with regulatory responsibilities and strategic outcomes. The role will provide expert advice on enforcement decisions to subject matter experts and the Courts, quality assurance to NZTA Waka Kotahi enforcement decisions, and ensure that advisory groups have the required information to make enforcement decisions for severe non-compliance (including the commencement of prosecution activities). Responsibilities include:

  • Acting as an escalation point for complex or technical decisions, providing deep subject matter expertise, real-world, effective regulatory thinking and understanding of legislation to internal stakeholders
  • Representing the interests of safety camera enforcement across a broad stakeholder network (including NZTA Legal, Crown Prosecutors and the Ministry of Justice)
  • Providing coaching, mentoring and thought leadership to ensure those involved in advising and making decisions are supported to manage risk and complexity and issue robust decisions

To be successful in this role, you will bring:

  • Extensive experience in a regulatory environment and/or enforcement environment, including investigation and compliance activities
  • Experience with Court proceedings and prosecution activities, including file preparation and giving evidence
  • Experience in risk management, including the development and deployment of effective risk mitigations
  • Experience in applying legislation, strategy and policy in a complex regulatory environment
  • Demonstrated experience building relationships with a range of stakeholders (internal and external)
  • Strong interpersonal skills and high resilience, particularly in working with members of the public
  • Previous experience of local and/or central government is preferred.
  • Holds the Enforcement Officer certification through NZTA Waka Kotahi (or has the experience necessary to obtain it)

You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Maori and promote tikanga and Te Reo Maori. You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.

Qualifications

  • Tertiary qualification or relevant experience in a regulatory compliance environment.

This role is part of the Safety Camera System, which is responsible for operating a network of safety cameras that encourages road users to abide by road rules (such as speed limits) and contributes towards a reduction in deaths and serious injuries on New Zealand roads in line with New Zealand's road safety objectives. The system covers activities across education, engagement and enforcement that are delivered through multiple NZTA business groups working together under the direction of the Senior Manager, Safety Camera System (in Te Ropu Waeture Regulatory Services).
