Independent Chair – Finance, Risk and Assurance Committee

MDC and CDC are jointly seeking expressions of interest for the position of Independent Chair of their shared Finance, Risk and Assurance Committee. This is a voting role responsible for exercising the Committee's delegated authority and functions in accordance with its Terms of Reference.
About the Role:The Chair will provide independent, expert advice to Committee members and ensure rigorous oversight of risk and assurance matters across both councils. The role requires attendance at a minimum of eight scheduled meetings annually (each approximately two hours), with an estimated 6–8 hours of preparation per meeting. Total annual commitment is expected to be 80–100 hours.
Ideal Candidate Profile:We are seeking a candidate with:
- Senior-level experience in local government finance or governance
- Proven capability to chair and manage meetings
- Strong familiarity with risk management disciplines: identification, evaluation, mitigation, and oversight
The successful candidate will demonstrate:
- Broad governance experience
- Deep understanding of internal control and assurance frameworks
- Knowledge of internal and external audit functions
- Background in financial reporting, financial markets (debt & investment) and insurance
- Experience working with public sector organisations
- Background in procurement within local or central government
- Ability to communicate technical matters clearly to Committee members
- Understanding of the legal environment we operate in, including Local Government Act 2002 (LGA), Local Government (Rating) Act 2002 and Local Government Official Information and Meetings Act 1987 (LGOIMA)
- High ethical standards, sound judgement and discretion

- Chartered Accountants
- Certified Accountants
- Institute of Directors
