Duties and responsibilities

Overall contract responsibility

Full supervision and organisation of all subcontractors, labour, plant and materials required to

construct the project. All staff and subcontractors will report directly to the Project Manager. The

Project Engineer should be experienced with contractual documentation, NZS 3910, and should

keep up with all required documentation, communications and reporting as specified by each

contract.

Financial responsibility for cost controls and project budgets

Project costs are required to be monitored and compared against cost estimates or budgets.

The use of experience in contracting is expected to analyse, measure and value items,

schedules or lump sums to achieve the highest possible project profit whilst taking into

account the clients expectations and required outcomes

Claims and ensuring sales invoices are produced every month

A full understanding is required of claim procedures, payment certificates, retentions, types of

contracts. The Project Engineer is expected to have a good knowledge of Excel spreadsheets,

formula and the preparation of claims.

Job costs monitoring and authorisation of suppliers and subcontractors invoices

Each month the Project Engineer will be required to check all suppliers invoices and certify

quantities and rates are correct and authorise them for payment, taking into account the budgets

and estimates prepared at the time of tender. The responsibility of actual payment to the suppliers is

with the General Manager, but the authorisation of the invoice for payment is the responsibility of

the Project Manager and his Engineers

Client and Council liaison

It is imperative that the Project Engineer maintain good quality relationships with all our clients

and treats them with respect to maintain repeat business. A well as these relationships with our

clients, all council representatives should be shown respect in all dealing and a good relationship

maintained with them.

Overall responsibility for H&S, Environmental and Quality on jobs

The Project Engineer is jointly responsible for all H&S, Environmental and Quality on each of

his projects. He is expected to maintain the companies standards and achieve the required

outcomes for each project he manages, depending on the clients expectations. CCL has an aim

to achieve at least conformance in all these areas, but be proactive and provide industry

leading solutions where possible.

Set up of subcontractors for rates and expectations

We operate with a mix of our own resources and subcontractors at any given time. The

Project Engineer is responsible for maintaining a good relationship with subcontractors,

agreeing rates and requirements and managing these subcontractors at all times.

Daily visits to site to ensure productivities

It is essential that the Project Engineer spends a good proportion of his time on site, observing,

monitoring, managing and checking on the works being carried out. The role is a hands on

management role and cannot be carried out form the office solely. The Project Engineer needs to

interact with staff on site, assess production rates and troubleshoot any issues before they arise.

Tendering, scoping and pricing of any variations an minor projects

Major contracts are priced by the estimator, but all Project Engineers are expected to be able

to price contracts up to $100,000 in value with assistance form the estimator. He should also

be able to price any variations on a first principles basis, taking into account all project

requirements and required outcomes.

Pre-ordering of special materials required for contracts

All projects require forward planning and it is essential that any materials that have a long lead

time are identified at the appropriate time and ordered so that they are available when needed.

Monitoring programmes and ensuring projects are completed on time

Project require a contract programme to be drawn up and monitored closely to ensure the works

are completed on time and to the clients expectations. The Project Engineer should be aware of

project specific requirements with respect to contract period, liquidated damages, extensions of

time etc. and complete contract documentation accordingly.

On going training and up skilling of all staff under his control

All staff have skill levels and training requirements assessed and the Project Engineer is

required to continue any on the job training so that all staff are continually learning. The

regular up skilling of staff is essential to the business so that out resource skill base is

continually strengthened

Management of numerous projects and staff at any one time

At any one time the Project Engineer will be responsible for up the 5 projects depending on size

and complexity. These range from pothole repairs to multi million dollar contracts and the Project

Engineer is expected to be able to retain and function on numerous faces at any one time. To do

this good record keeping, documentation and the ability to multi task is essential. The Project

Engineer is also responsible for the staff under his control and their actions at all times. He must

be aware of individual staff members limitations and abilities and use these in such a way as to get

the best out of each. Management of staff will always be the biggest challenge faced by the

Management Team.
