Health New Zealand | Te Whatu Ora is the country's largest employer, delivering universal public healthcare to 5 million New Zealanders.

We provide essential hospital, specialist, and community health services across 80+ locations - from large urban centres to rural towns and remote communities.

Our goal is to improve health outcomes for all New Zealanders by delivering equitable, accessible and innovative care.

About the Role

We're looking for a Portfolio Manager to support the planning, funding, and monitoring of community and mental health services across a defined portfolio. You'll work across the commissioning cycle – from service design and procurement to contract management and performance monitoring – ensuring services are responsive, effective, and aligned with strategic priorities.

This role works closely with Senior Portfolio Managers and Regional System Design Managers to develop and implement service strategies, support integration, and contribute to continuous improvement. You'll bring strong analytical thinking, relationship management, and communication skills to influence outcomes across the health system.

About the Team

This role sits within the Funding & Integration team in Planning, Funding & Outcomes. You'll collaborate with colleagues across PFO, Hospital & Specialist Services, Hauora Māori, NPHS, and the wider sector to deliver joined-up, patient-centred care across the Central Region.

About you

You're confident working with providers, clinicians, and community partners to design and deliver services that improve access and outcomes.

You will have:

  • A relevant tertiary or professional qualification
  • Demonstrable experience in planning, funding, or commissioning roles
  • Experience in service design, procurement, and provider management
  • Strong analytical, written, and communication skills
  • Ability to build and influence relationships across sectors
  • Understanding of government processes and equity-focused planning
