About the Role

As Group Manager, Portfolio Management Office, your role will be key in how Health NZ manages and delivers its most significant health infrastructure projects. Your leadership will be pivotal in building a national centre of excellence for infrastructure project, programme, and portfolio management - embedding best practice, driving continuous improvement, and ensuring that intelligence and actionable insights are at the heart of every decision.

You will establish and lead a high-performing national team of portfolio management professionals, analysts, and advisors who are passionate about using data and evidence to drive better outcomes. Together, you will develop and deliver robust portfolio performance reporting, create near real-time dashboards, and provide strategic advice that empowers senior leaders and the Board to make informed, proactive decisions.

This is a unique opportunity to shape the systems, tools, and culture that support Health NZ's $6B+ capital investment pipeline. You'll play a key role in ensuring our infrastructure investments are well managed, risks are identified early, and improvements are made across the group—so that every project delivers real value for New Zealanders.

About the Team/Service/ Location

The IIG PMO helps Health NZ deliver better health infrastructure by making sure projects are well managed, progress is clear, and decisions are based on real evidence.

It turns data into useful insights, track performance, and highlight what's working and what needs attention. By building strong systems and a team focused on practical results, the PMO supports health infrastructure leaders and delivery teams to keep projects on track and deliver real value for communities across New Zealand.

About you

You are an experienced PMO leader with a strong background in infrastructure and construction projects. You know what it takes to manage large, complex portfolios and have a proven track record of lifting performance across major programmes. You've built and led PMO teams that turn project data into clear, practical insights - helping others see what's working, what needs attention, and where improvements can be made.

You have hands-on experience improving reporting systems and processes, making it easier for leaders and teams to track progress, manage risks, and make informed decisions. You understand the realities of infrastructure delivery and work closely with delivery teams to keep projects on track and deliver results.

You're motivated by the challenge of improving how things are done, and you bring a practical, solutions-focused approach to your work. You value clear communication, teamwork, and making a real difference for communities across Aotearoa.

You will bring:

  • 10+ years' experience in PMO leadership and project/programme delivery
  • Tertiary qualifications and certifications in project, programme and portfolio management (e.g. PRINCE2, MSP, MoP)
  • Proven ability to lead large teams and national programmes of work
  • Strong governance, assurance, and stakeholder engagement expertise
  • Experience with Better Business Cases, benefits management, and investment assurance
  • Understanding of Te Tiriti o Waitangi and commitment to equity
  • Experience implementing and managing PPM tools and systems
  • Excellent communication, planning, and relationship-building skills
  • A track record of driving performance, continuous improvement, and innovation
