Mō te tūnga | About the role

The purpose of Arms Safety and Control business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.

The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.

Hearing the voices of the community, you will represent and translate community needs, defining issues, and acting as a conduit between the community and the Regulator, to ensure implementation and delivery of highly inclusive strategies and initiatives. As the Senior Partnership Advisor you will be building and maintaining effective relationships with, districts, and community leaders nationally. Determining and articulating views from non-firearms using community level in regard to firearms, necessitates strong intrapersonal and robust communication skills. Fostering a positive view of Police and of Arms Safety and Control within the community, you will work collaboratively with and in support of specialist policing functions, government agencies, NGO’s, partners, and a broad range of community groups.

It is imperative that you will have already worked in a position which has seen you building trust and confidence, in this instance between the community and the Arms Regulator. Working collaboratively and role modelling a commitment to working in partnership framework, you will have a high level of cultural competence and the past experience working with and understanding of Te Ao Māori and Mātauranga Māori.

**Takohanga Matua | Key Accountabilities**:

- Maintain effective working relationships with Partnership Managers and staff within Districts in order to foster a commitment to delivering on the Regulators strategies and initiatives and to establish an effective and consistent approach to engaging with community groups
- Contribute to the development of the Regulators strategies and initiatives by developing a comprehensive understanding of the needs of the various communities within your portfolio
- Identify, articulate, and understand current and emerging issues and trends
- Coach and mentor staff as required in understanding and dealing with complex cultural issues and responding to Māori, Pacific, or Ethnic and other community issues and needs.
- Recognises the needs and responsiveness required to support the unique needs to Māori, Pacific and Ethnic and other communities.

**Qualifications / Requirements**:

**Experience is to include**:

- Experience co-designing and delivering innovative programmes and interventions with diverse communities and groups and identifying valuable policy, research and implementation insights.
- Experience gathering information on various community group issues and opportunities and using this to inform policy advice, operational practices and enhance engagement practices, and influence decision making.
- Proven experience in the supporting the development and leading the implementation of engagement strategies, plans and programme management.
