Kōrero mō te tūranga - About the role
Reporting to the Kaihautū Deputy Secretary Customer Delivery, the Head of Property Rights will lead one of the largest staffing groups within Toitū Te Whenua. The Property Rights system provides New Zealanders certainty regarding their land ownership and related rights and responsibilities.
This is an exciting and meaningful operational role that has the ability to influence a cultural shift, bringing connection and cohesion across the Property Rights function and the wider organisation.
At its core, the Head will be responsible for setting the direction of the Property Rights function and overseeing the operational processing of survey and title transactions - a critical function which supports New Zealand's economy. The Head of Property Rights will also work closely with the Property Rights regulators, the Surveyor General and Registrar General of Lands, to improve the performance of the Property Rights regulatory system.
There will be an emphasis on ensuring a strong customer ethos, facilitated by a high performing team with a focus on exceptional delivery. One of the key challenges in the role will be to stay across New Zealand property trends and ensure future plans meet changing demand.
More broadly, this role has a significant relationship focus, including being part of the Customer Leadership Team and the Toitū Te Whenua senior leadership cohort. The Head will work to strengthen Māori Crown relations by looking for different ways of working that are more inclusive and aligned with the concepts and customs of te ao Māori.

- Have extensive experience in either public or private operational, manufacturing, or regulatory environments,
- Proven experience in leading, influencing and delivering on change initiatives, particularly around lifting the capability and culture of a function,
- Be an established senior leader with broad operational leadership experience in a high volume, transactional setting,
- Be an empowering, inclusive and motivational leader, someone who can relate across all levels of the organisation, with a true focus on relationship management and connection across functions,
- Have proven experience managing stakeholder relationships at a strategic level.
