It is a time of significant change in the health system with reforms well under way to build systems that are people-centred, accessible, deliver more equitable outcomes, and honour Te Tiriti o Waitangi. Manatū Hauora (the Ministry of Health) is a key leader and partner in this change, advising decision-makers on the direction of the system, bringing population groups and sector organisations together to contribute to system outcomes and priorities, and providing policy advice to decision-makers.

The Strategy Group within the Strategy, Policy and Legislation Directorate ensures that across Manatū Hauora - and across the whole health system - we're taking a strategic approach to everything we do. That means giving people clarity about our system's overall priorities and what we're working towards; providing insights on risks and opportunities coming down the line for our health system; and developing processes to influence work across the health system to achieve our aspirations for health. This includes leading on the New Zealand Health Strategy and the Government Policy Statement; horizon-scanning and deriving long-term insights about health system performance; and leading on Budget strategy for Manatū Hauora in partnership with our Finance teams.
Ko tōu ake mahi - What You'll Do
You will lead and support a new policy team within the Strategy Group which will lead strategy and policy work to further develop, embed and implement the accountability framework for the reformed health system. This includes the development of Government Policy Statements and an outcomes framework for health that align with and support system strategies and multi-year funding arrangements. The team will also contribute to cross-Ministry system accountability activities from a strategy and policy perspective.
You'll develop and lead the work programme of your team to ensure that the work they do has maximum impact. You'll also support your team on their development journeys, ensuring that they have opportunities to do work that's challenging, meaningful and helps them to grow as policy professionals. At times you will lead virtual teams across the Ministry and sector, including policy, operational and clinical stakeholders

- A thorough understanding of public policy issues and have demonstrated success in leading complex policy pieces
- Understanding of the machinery of government and know how to collaborate to get things done.
- robust policy advice looks like and you'll support your team to deliver to a high standard on every piece of work
- An understanding of our obligations under Te Tiriti o Waitangi
- Previous experience in collaborating and brokering with other agency and sector stakeholders to achieved desired outcomes
You may have a background in health or disability policy or you may be a seasoned policy professional looking to make a difference in improving health outcomes in a meaningful and highly visible way.
