About the role
The National Road Policing Centre (NRPC) provides important services to the Commissioner and Police Executive team in respect of the prevention of injury and death on our roads. Within NRPC, the Police Infringement Bureau (PIB) contributes to the trust and confidence in Police through the professional handling of a range of services for all infringement notices issued by Police.
The PIB is looking to recruit a forward-thinking and innovative Lead Product Owner to drive the development of the PIB’s new infringement handling operating system, PIMS (Police Infringement Management System), which will replace PIPS (Police Infringement Processing System), the current system.
The Lead Product Owner (PIMS) will play an important role in contributing to the design of the new operating system. The Lead Product Owner will act as the voice of the customer (PIB) providing the product vision for PIMS to ensure that the end product delivers stakeholder requirements and adds value to the business.
The position will be instrumental in leading and embedding change in respect to future enhancements.
As well as working alongside PIB and ICT in the design and delivery of the solution, the Lead Product Owner will work collaboratively with the Infringement Transformation Programme (ITP) to contribute to achieving the goals of the Officer Issued Infringement (OII) workstream.
This position is challenging and provides multiple opportunities including leading a team of Subject Matter Experts to enable product enhancement, project management, training, and adherence to legislative requirements.
**Key Accountabilities**:
- Collaborate with business owners, stakeholders and end users to understand their needs and goals.
- Work with ICT and other stakeholders to ensure Functional and Non-Functional requirements align with the business needs.
- Make decisions (with an agreed mandate) regarding the product requirements and solution design, based on detailed understanding of the value the requirements bring to the business.
- Provide input into ICT’s design and build processes: remove roadblocks, make decisions, and provide product direction and prioritisation.
- Provide regular progress updates to stakeholders including assisting with change management requirements, such as impact assessments and hand-over to ‘business as usual’.
- Assess the risks of proposed development solutions, including those to delivery milestones, budgets, and other products, making decisions on mitigation strategies.
- Plan the deployment of PIMS including input into training.

**Skills and experience - we are looking for someone with**:
- An ability to understand and prioritise stakeholder requirements
- The ability to think conceptually to recommend improvements and future enhancements (for doing things differently from how they may have been done in the past)
- Excellent communication and relationship management skills
- Problem-solving and critical thinking skills
- A detailed understanding of Police Infringement Bureau operations and wider Police business would be an advantage
- Experience working in or a sound understanding of an Agile environment and project management skills would be advantageous.
This role is set at Team Leader/Manager level, this means your key purpose is “to lead the activities for Our Business and enable people to deliver them.”
