The Compliance Services Manager is responsible for the effective management of the Compliance Services team, which delivers core services of animal management, environmental health, parking enforcement, alcohol licensing and relevant bylaw enforcement services for Council.
With continued growth across our city, Upper Hutt City Compliance Services Team is seeking an experienced, enthusiastic, and highly motivated leader to manage the team. We are a busy team, and we are part way through a significant transformation programme that has both restructured the team as well as implement (and in some cases delivered) continuous improvement projects. We are also in the process of standing up Environmental Health services in-house after outsourcing for the last decade. The team morale is high with positive buy-in for the changes because of the successes that have been realised to date. Nevertheless, compliance services work is challenging and often associated with elevated health and safety risks - therefore it is important that the Compliance Services Manager lead a safety-first culture, prioritise quality decision-making / timely communication and work with the team on good customer focus whilst ensuring that legislative requirements are met.
Operating in an agile environment with often imperfect information an objective, pragmatic and solution-focussed mindset is critical for success in this role.
**Key responsibilities in this broad role include**:
Lead / oversee all regulatory functions - focus on legal compliance and quality decision-making
People and technical leadership - particularly the development and experience of Team Leaders and emerging leaders
Budget setting and management
Monitoring and reporting across all core service functions - including regular reporting to Council / Committees, finance / budgets, contractor management, fees and charges, policy development
Timely resolution of complaints through to resolution (and dissemination of lessons learned)
Continuous improvement across the core services
**To be considered for this role we are ideally looking for**:
Experienced manager - ideally experienced (or willing to learn) in local government compliance and enforcement - comfortable with consolidating information and producing high quality reporting
Comfortable navigating uncertainty and imperfect information to develop robust and objective decisions / advice
Comfortable with development process improvements and learning / navigating a variety of different software packages
Problem solving mindset that focusses on understanding the problem, formulating options / reasoning and making delegated decisions / giving advice
Excellent verbal and written communication skills
Highly developed interpersonal skills with the ability to engage with people throughout the organisation, and external advisers
Excellent Customer Service skills
Familiar with operating in a fast-paced changing environment
Microsoft Office skills
Previous experience with MAGIQ Software would be advantageous.
