About the role

The Information Management (IM) Team Leader, reporting to the Information Services (IS) Manager, is responsible for providing leadership to the Information Management team, overseeing the effective and efficient delivery of information services to Council enabling the organization to meet its key objectives.

To be successful in this role, you should have a high-level understanding of software used by Local Government agencies, be process and detail oriented, have proven success as a manger, and be able to demonstrate experience with navigating frequent and significant change. In addition, you’ll recognize the importance of the role as a Treaty partner and understand how that underpins Gisborne District Council’s work.

Duties include
- IM team leadership
- providing the maintenance, preservation, and access to historical and current records, information management advice and content management system support, enabling the organisation to meet its key objectives, legislative requirements, and customer service promise.
- IM practice management, governance and compliance
- supporting the use of appropriate Information Management practises across the organisation
- working with the IS Manager, maintain key IM strategy and policy elements
- provides input into and supports the delivery of data and document migration between information systems
- oversees the operation of Gisborne District Council’s records archives
- provide recommendations for business improvements to resolve information management issues and recommend strategic opportunities for improvement
- support the Records and Information Management Executive Sponsor’s responsibilities to Archives NZ in all strategy and policy on information and records management|

Skills and experience required
- Tertiary qualification in Information Management, Business Administration, Information Technology/Computer Science or a related field, or 5 or more years of relevant work experience.
- Strong people leadership and people management skills, with a minimum 3 years’ people management experience.
- Excellent interpersonal skills and the ability to effectively establish and build on internal and external working relationships.
- Proven ability to analyse business requirements and develop fit-for-purpose solutions to satisfy them.
- Demonstrated ability to liaise with, relate to, secure from, and provide services to a wide variety of people.
- Project experience involving significant change in a delivery focussed corporate environment.
- Support service experience delivering results to supported staff per defined service level agreements.

Skills and experience desired
- Work experience in New Zealand local or central government administration.
- Experience developing and presenting business cases to executives.
- Qualification or experience in enterprise architecture frameworks, such as TOGAF or ITIL.
- Postgraduate education (preferably Masters) in information systems discipline.
- Professional certification in Business Analysis or Data Architecture.
- Further postgraduate education in local government and/or business management.
- Sound understanding of relevant legislation and procedures.
- Advanced understanding of modern development architectures and approaches.
- 5 years’ working with enterprise content management solutions at an enterprise level including the implementation, use and administration of systems, to meet legislative obligations for Recordkeeping including the creation, maintenance, storage, disposal, and retrieval of information.
- Experience in a local government environment.
- Vendor management experience.
