Risk and Compliance Advisor

The Queenstown Lakes District Council (QLDC) has a central role to play in maintaining and enhancing the quality and liveability of the outstanding environment of the district. It also has a central role in development and regulation and provides high quality services and infrastructure to residents and visitors; managing the district’s parks, trails, libraries and recreational facilities; enabling sustainable development through consenting services; and regulating local activities. QLDC’s role in leading the recovery effort for the district in response to COVID-19, also means that the diversification of the district’s economy is an increasingly important priority for the Council.

**The Role**

Following a strategic organisation review, the QLDC has recently made the decision to create a standalone Risk and Compliance function. The Risk and Compliance Advisor will play a key role defining and implementing systems and processes that develop QLDC's Risk, Compliance and Assurance maturity.

The primary focus is to provide sound advice, guidance, tools, and processes to support the development of an effective risk and compliance culture across the council. You will be responsible for training related to risk and compliance management, developing, and maintaining an internal community of practice, leading periodic strategic risk and compliance assurance activities, and facilitating the development of operational risk and compliance profiles within teams.

Key accountabilities:

- Support the organisation in the implementation and maintenance of risk and compliance systems, consistent with AS/NZSISO31000 and ISO37301/NZSAS3806 (respectively).
- Support the Council in the identification, analysis, evaluation, and treatment planning of risks.
- Provide specialist advice to the Council in relation to risk and compliance matters.
- Interpret compliance requirements for various directorates and functions, with support from Legal Team.
- Define and implement a 'Three Lines of Defence model.
- Support the Risk and Compliance Manager in 'second line of defence; assurance of the implementation of the Risk and Compliance Management, frameworks, and systems.
- Supports 'third line of defence' internal audit and external audit as required under the guidance of the Risk and Compliance Manager.

You will work alongside and report to Gareth Noble, QLDC's Risk and Compliance Manager. Together, you will comprise the Risk and Compliance team.

**About You**

**Key requirements**
- Confident user of Microsoft Office.
- 3 years of experience in a similar role.
- Relevant qualification to level of Diploma (level 5) and/or MoR Practictioner (or equalivalent).
- Law qualification desired by not essential/
