The Opportunity | Te āheinga
New Plymouth District Council is seeking a dedicated and goal-oriented Property Officer to join our Operational Excellence Team. In this role, you will be responsible for engaging both externally and within Council to manage and administer assigned assets within the Council’s lease and land asset portfolio. Additionally, you will undertake the acquisition and disposal of land, property rights, and road legalisation on behalf of the Council in a timely and cost-effective manner.
Key Responsibilities | Ngā haepapa matua
To negotiate and prepare agreements for Council owned and administered land, buildings and reserves
To negotiate and prepare leases and licences for Council as a tenant
Undertake all renewals and rent reviews in a timely manner and as required by occupancy/lease documents.
Liaise, engage and consider views of the community and mana whenua as appropriate
Resolve property and tenancy disputes.
To prepare tender documents and manage tender processes for leased properties.
Ensure that asset registers, property jobs database and property management systems are maintained and up to date and contribute to the implementation and continuous improvement of systems and procedures for the effective management of leases, licences and land assets.
Actively ensure that legislative requirements and Council policies and procedures are fulfilled, particularly in relation to all key relevant legislation.
Undertake acquisition and disposal (including Statutory Land Management actions) of Council owned and administered property interests in a timely manner (including esplanade strip agreements, easements and encumbrances)
Key areas of responsibility include but is not limited to - Land Sales and Acquisitions, Entry Agreements, Commercial and Community Leases and Licences, Easements, Encumbrances, Perpetual Leases on reserve land, Airspace Leases, Deeds of Grant, Encroachment Licences, Mobile Trading, Grazing Licences, Carpark Licences and Fleet.
Essential Skills and Experience | Ngā pūkenga me ngā wheako
Tertiary qualification in Property, Law, Commerce or related land economy discipline (or recent relevant experience in one of these fields)
Relevant experience in a property or similar type role
Knowledge of land transfer, legalisation, gazetting procedures and statutory land management processes.
Experience in negotiation of easement routes and land purchases
Knowledge of local government property environment helpful but not essential
Attention to detail and ensuring information is complete and accurate.
Ability to express oneself clearly in conversations and interactions with others.
Ability to write and present reports and agreements which are clear, concise, and well researched.
