Kōrero mō te tūranga - About the Role

In this new position, the Principal Adviser will play a critical role in providing thought leadership, clarity and advice towards to development of a best practice, risk-based regulatory approach for Te Uru Rākau in the context of the Emission Trading Scheme.

You will take the lead on driving a culture of change around what good and fair regulatory practice looks like in action. You will investigate current processes, tools and compliance artefacts, supporting the wider team as a thought leader and critical eye, supporting prioritisation and testing scenarios and new approaches to ensure robust delivery.

As the team's only Principal, you will work closely with the Manager Forestry ETS Compliance, providing strategic advice and guidance towards the overall compliance strategy, watching for emerging trends affecting forest carbon, as well as continuously driving inclusive iwi engagement approaches and supporting the Crown-Māori partnership.

Mōu - About You

Success in this role will be found by your ability to take a proactive, big picture approach to regulatory practice. You will have a deep understanding of what good compliance tools and levers look like in action, knowing what it means to be a good regulator and regulatory steward.
As such you could be a working in another infringement-oriented Government department now, with a strong understanding of engaging with the customer, looking for your next opportunity to positively influence compliance activity during the establishment of the ETS in New Zealand.
- Bring proven expertise in regulatory environments and ideally a strong understanding of effective compliance frameworks within the public sector
- Have excellent analytical skills, with the ability to disseminate large amounts of information at pace and provided targeted insightful feedback or action to colleagues and peers
- Be an excellent written and verbal communicator, with the ability to produce and present concise written material, and translate complex information into consumable content meant for diverse audiences
- Be a natural relationship manager, having navigated and networked through varying levels of complex organisations, as well as externally with sector participants and Māori stakeholders
- Be an engaging, coach and mentor for the wider team, having played a leadership role formally or informally in a similar environment.
- Strong understanding of and experience in the machinery of Government and CRI processes

Te Uru Rākau - New Zealand Forest Service, a branch of the Ministry for Primary Industries, has delegated authority for administration of the Emissions Trading Scheme (ETS) for forestry. The ETS is New Zealand's main tool for reducing greenhouse gas emissions and reaching our climate change goals.

The team is part of the Forestry and Land Management directorate. The directorate covers a wide range of forestry regulatory and operational responsibilities, with a focus on supporting sustainable land management, use of our forestry resources, and New Zealand's climate change responsibilities.
