This is an exciting new role created to support the implementation of changes to process practice and quality standards in firearms licensing.
Mō te tūnga | About the role
The purpose of Arms Safety and Control business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.
The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.
As Performance and Insights Lead, you'll have the responsibility of ensuring the arms regulatory team’s service and performance delivery is of the highest standard.
You will lead the development of service delivery performance measures and use your experience and expertise to monitor and report on performance and quality assurance.
With prior experience working with operational management, you will provide support and advice on development needs, maintenance and improvement in the delivery of firearms regulatory services. You will be technically skilled with a high level of computer literacy in statistical software and experienced in extracting data and presenting insightful analytics.
You'll need to have strong qualitative and quantitative skills and an adept problem solver.
Strong relationship management skills are imperative as a substantial aspect of the role is developing strong, trusted and positive engagement with a wide variety of stakeholders.
A sound general knowledge of government structures and processes, the public sector environment and ministerial/parliamentary protocols and procedures is also needed.
Commitment to the principles of the Treaty of Waitangi, Māori and other communities and cultures is important, by maintaining strong partnerships with the local and wider community to promote the safe possession and use of firearms.
**Takohanga Matua | Key Accountabilities**:
- Report on and have visibility of work programme to support the implementation of changes to process practice and quality standards in firearms licensing.
- Using analytics, monitor and provide advice to the Manager, Regulatory Service Improvement and the Director, Operations, when required, on ongoing development, support, maintenance and improvements in the delivery of firearms regulatory services.
- Understand organisational and operational risk. Develop risk-based assurance activities utilising tools such as FLRR and report on levels of compliance.
- Collect and analyse data and report on overall performance based on operational measures set by the Director, Operations.
- Support the communication of lessons learned findings and implementation of best practice changes resulting from evaluation of QAIF and risk reviews.
- Oversight and reporting on BAU Firearms Licensing and Compliance, including QAIF, identifying trends and ensuring remedial actions are completed and a resolution reached.
- Establish and maintain strong and sustainable relationship within the team and with key stakeholders.
**Qualifications / Requirements**:
- A tertiary qualification is preferred, this however may be offset by comparable and extensive skills knowledge and experience in senior level role
