We have an exciting opportunity for two highly skilled and passionate professionals to join us at the Climate Change Commission, to create positive change for Aotearoa New Zealand:
- Senior Analyst (permanent) - Built Environment and Energy Transition
- Senior Analyst (fixed term until June 2026) - Analytics and Economics
**Mo m tou | About us**:
The Commission was established by the Climate Change Response (Zero Carbon) Amendment Act 2019 ('the Zero Carbon Act'), which amended the Climate Change Response Act 2002 (CCRA).
The Commission plays a key role in developing and implementing clear and stable climate change policies in Aotearoa. We do this by providing independent, expert advice to the Government of Aotearoa New Zealand on both mitigating and adapting to the effects of climate change. We also monitor and review the Government's progress towards its emissions reduction and adaptation goals.
In the past five years we've provided advice on the first three emissions budgets, the direction of the first and second emissions reduction plans, agricultural emissions pricing, NZ Emissions Trading Scheme settings and begun our series emissions reduction and adaptation monitoring reports. Last year we also provided advice to the Government on the fourth emissions budget, the 2050 target and whether to include international shipping and aviation emissions into the 2050 target imminently. **Ng Tunga | The Roles**:
**Senior Analyst (fixed term until 30 June 2026) - Analytics and Economics**
The Analytics and Economics team develops evidence and advice on cross-sector impacts and policies to help people make good decisions about reducing emissions and adapting to the effects of climate change.
We are looking for someone with strong policy or economic analysis skills who can work collaboratively in a matrix structure to advance the Commission's work programme. This includes contributing to current statutory deliverables and setting up the analytical foundations for future advice.
We are currently contributing to analysis of the Economy and Finance domain of the National Climate change Risk Assessment, better understanding the economic case for climate action, and looking at the systemic issues and changes needed to support reducing emissions and adapting to climate change.
**About you**:
You will have or be developing towards having the following:
- A tertiary qualification in economics, preferably post-graduate or equivalent experience
- Strong knowledge and experience of a range of research, evidence and analytical methods, including emerging and innovative approaches and frameworks
- Significant experience or background in policy and economic analysis or systems-level analysis.
- Sound judgement and awareness of the context within which advice is formulated and communicated
- Strong logic and reasoning skills to identify the strengths and weaknesses of alternative solutions
- Highly developed communication skills, both oral and written.
- Strong understanding of the principles of Te Tiriti o Waitangi, te ao M ori and experience engaging with Iwi/M ori
- An understanding of government processes, systems and tools.
**Senior Analyst permanent - Built Environment and Energy Transition**
The Built Environment and Energy Transition team focuses on the parts of the economy that need to transition away from fossil fuels for a net zero future as they relate to electricity, industry, transport and the built environment. Our analysis includes both mitigation and adaptation.
We are looking for someone who has strong policy or quantitative skills who can work collaboratively in a matrix structure to advance the Commission's work programme. This includes contributing to current statutory deliverables and setting up the analytical foundations for future advice.
We are currently contributing to analysis of the Built Environment domains of the National Climate change Risk Assessment, and the next progress reports of the National Adaptation Plan and Emissions Reduction Plan.
**About you**:
You will have or be developing towards having the following:
- A relevant tertiary qualification, preferably post-graduate or equivalent experience
- Strong quantitative skills, with past experience in transport or energy modelling or policy preferred.
- Strong writing skills, past experience of report writing a positive though not required.
- Strong knowledge and experience of a range of research, evidence and analytical methods, including emerging and innovative approaches and frameworks
- Sound judgement and awareness of the context within which advice is formulated and communicated
- Strong logic and reasoning skills to identify the strengths and weaknesses of alternative solutions
- Highly developed communication skills, both oral and written.
