QLDC has a central role to play in maintaining and enhancing the quality and livability of the outstanding environment of the district. It also has a central role in development and regulation and provides high quality services and infrastructure to residents and visitors; managing the district’s parks, trails, libraries, and recreational facilities; enabling sustainable development through consenting services; and regulating local activities.

**About the role**:
The Internal Assurance Lead is a newly created role that will report to the Risk and Compliance Manager while also engaging with the CE. As an organization, QLDC values the insights and advice that Risk and Assurance provides to the business and you will be a pivotal figure within QLDC’s third line assurance function. The Internal Assurance Lead will be responsible for crafting and enacting a robust risk-driven internal assurance framework that spans the entire organisation.

**Responsibilities**:

- Establish and oversee an internal assurance framework, audit program, and plans that drive an effective risk-based audit approach.
- Innovate and deploy assurance tools to enhance third and second-line assurance activities.
- Ensure the internal audit is received positively by all employees.
- Educate and empower department leaders on audit frameworks, systems, and tools.
- Collaborate with the Risk and Compliance Manager to enhance the organisation's Third Line Assurance Framework.
- Provide specialized guidance on risk and compliance matters.

**Requirements**:

- A relevant tertiary qualification is preferred.
- Excellent communication skills with the ability to engage articulately to significant stakeholders.
- Preferred 3 years’ experience in internal audit, quality assurance or risk management
- Ability to administer systems and processes effectively.
- Local government experience beneficial
- A good foundation of soft skills and able to operate like a consultant at times.
