Tēnei tūranga │ About the Role
The Civil Aviation Authority is responsible for the safety and security of New Zealand’s civil aviation system. The Authority has two business arms - the security arm (the Aviation Security Service) which provides aviation security services at airports across New Zealand and the regulatory arm, which is responsible for the safety oversight of the civil aviation system.
We employ around 1,600 staff who are represented through three unions under a multi-union collective employment agreement. The bulk of our staff play a vital role in airport and passenger safety and security where we operate shift patterns and well developed operating procedures. We have staff that interact with the wider aviation sector through investigation, certification and compliance requirements as well as support services and management roles.
This role reports to the Head of People Operations and is responsible for supporting the organisation through the leadership of employment and industrial relations, including remuneration strategies and frameworks. The role requires strong influencing skills to work in partnership with our leaders and Union partners. Although there will be a focus on minimising risk, the dynamic environment calls for a pragmatic approach with a view to enable leaders to make good decisions.
- Developing strategies and approaches consistent with our values, ensuring their effective implementation and delivery.
- Leading and managing the provision of a high-quality ER and IR function, including strategy, policy development and individual disciplinary/grievance casework.
- Leading collective bargaining and individual negotiations in a complex union environment.
- Ensuring effective support of operational People matters in partnership with your HR colleagues.

You will have the acumen to operate in a complex ER and IR environment, but there will opportunities to develop new skills and grow your practice. Pragmatic by nature, you will be able to skilfully navigate an environment that balances passenger safety with efficient passenger transits through airports.

**You will have**:

- Proven ability to develop productive relationships with unions and management to negotiate sound outcomes successfully.
- Outstanding communication, mediation, and negotiation skills and ability to model the concept of ‘good faith’ and ‘high performance high engagement’ in employment relationships with colleagues, staff and union representatives.
- Demonstrated a strong competence in employment law.
- Comprehensive knowledge and experience of people related strategic planning and implementation.
