Wellington City Council's team provides more than 400 services every day for Wellingtonians - everything from parks and pools to consents and cemeteries - playing our part in making Poneke an inclusive, sustainable, and creative capital for people to live, work and play.Supporting the many services of Te Kaunihera is our Financial Planning and Partnering team who is responsible for leading the establishment of Financial Planning and annual baseline planning for the Council, including providing advice for strategic financial business activity which informs executive decision making, programme, initiatives, projects, and policy creation.To support this important mahi, we have an exciting opportunity for an experienced Financial Planning and Policy expert to join us in leading and managing the development and maintenance of Councils financial models and data to support the annual and long-term planning and providing the financial elements of the Annual Budget and the Long-term Plan.Overseeing the development of high-quality financial policies and enabling Te Kaunihera to deliver on its strategic objectives, the Team Leader Financial Planning and Policy will contribute constructively as a member of the Financial Planning and Partnering team to deliver results and contribute to the development of a high performing business unit where the overall capability of the team and personal development is valued.You will be a natural in maintaining high levels of staff motivation and teamwork with a focus on service, building capability and continuous improvement in addition to:Identify and advise on variances to enable corrective actions by developing alternatives to ensure a 'no surprise' environment.Oversee the development, implementation and monitor funding and financial policies to ensure that the Council complies with the LGA 2002, the Local Government (Rating) Act and best practice.Lead the development and maintenance of the Councillor review of the Revenue and Financing Policy.Oversee policy development and implementation processes, including the preparation and drafting of policy documents.Provide expert technical advice to management, colleagues, government agencies and other relevant stakeholders regarding policy issues.Oversee the development and maintenance of the appropriate short-term, medium-term, and long-term financial data and analytical models to support robust data and information analysis and undertake advance financial forecasting, scenario modelling and trends analysis.Nga tohu me nga wheako | Qualifications and experienceTo support the Council to achieve its vision and priorities, you will have highly developed conceptual and analytical skills and experience in developing and implementing workable solutions to ambiguous and complex problems in order to analyse information to solve problems and make sound decisions.Proven experience in leading complex cross-government policy development and implementation programmes while engaging effectively with external and internal stakeholders to understand and respond to their perspectives and needs is an important aspect to this role.A bachelor's degree in finance, economics, or similar with at least 10 years' experience in a leadership role will be required.
