**About the role | Mō te tūnga**

We are seeking an experienced Financial and Performance Planning Manager to lead our financial planning and budget management, and forecasting and reporting functions.

This pivotal role will oversee the Financial Planning and Performance team and support the CFO to drive effective financial operations, financial and budget planning, and business transformation initiatives.

The salary range for this role is $155,346 - $219,312 + 3 per cent Kiwisaver contribution.

Key responsibilities:

- Strategic Financial Leadership
- Lead the development and execution of financial strategies, aligning them with the Ministry's mission and priorities.
- Support new funding, and changes to existing funding, by working with other relevant teams to provide sound advice supported by evidence-based budgeting, and good financial planning.
- Collaborate with the Senior Leaders, especially in our Delivery Team to ensure robust, data-driven decision-making with investments they make.
- Budgeting, Forecasting, and Financial Reporting
- Manage budgeting and forecasting processes and associated reporting, ensuring accuracy and timeliness, and delivering transparent reports to key stakeholders such as DCEs and GMs.
- Develop and refine medium-term financial forecasting models to support the Ministry's goals, assessing cost drivers and making sound assumptions.
- Team Leadership and Development
- Lead and mentor a high-performing team of finance professionals, fostering a culture of collaboration and accountability.
- Structure the team to provide comprehensive support for stakeholders, while driving performance and professional development.
- Stakeholder Engagement and Business Partnering
- Act as a key financial advisor and business partner, collaborating closely with both internal (DCEs and GMs) and external stakeholders, including Treasury and Crown entities.
- Provide commercial and financial insights and advice on housing investment proposals and other critical projects where required.
- Process Improvement
- Lead initiatives to improve financial processes and accuracy, streamline workflows, and increase efficiency with our Oracle financial system.
- Drive operational excellence by developing tools and frameworks for reporting, risk management, and project support.

- Proven strategic financial management experience in a complex and changing financial environment
- Proven people and operational leadership experience, ideally in the public service
- Sound business and commercial acumen as evidenced by your involvement in investment processes, preferably in the public sector
- Sound knowledge of government and public sector processes
- A track record of making quality decisions within your area of responsibility
- A proven ability to identify trends, risks, and opportunities, navigate issues and solve problems
- Strong interpersonal and communication skills, with a proven ability to build and leverage relationships and partner with colleagues and others across the public and private sectors to achieve shared outcomes
- A relevant finance qualification (CA, CPA)
