- CAD $53.63/Hr.SummaryReporting to the Director, Financial Planning and Reporting, the Senior Advisor acts as the clinical and operational lead on financial/data analytical strategies and plans to support designated Program and Service teams throughout the organization, and the Board and Senior Leadership Team (SLT).
The role involves performing related financial/business analytical, data utilization, and reporting duties to a high standard.
Responsibilities include ensuring relevant customer financial/analytical and related reporting needs are supported, and performing complex functions pertaining to operational budgeting, planning, and management.
The Senior Advisor operates at a strategic level to research, identify, assess, analyze/interpret, highlight, monitor, and report on related financial and/or business/analytical performance, forecasts, patterns, statistical and critical indicator data as it pertains to assigned project/service areas.
The role includes identifying performance indicators and implementing best practices, as well as performing special assignments including developing business cases and providing overall planning, oversight, coordination, and related due diligence, analysis, reporting, and recommendations which have a direct impact on decisions related to financial, human resources, and patient care management.
The Senior Advisor also provides day-to-day work direction and acts as a resource and mentor to staff, and may be required to supervise staff.What You BringEducation: Completion of a recognized professional accounting designation (CPA) plus eight (8) years recent, related experience in financial planning, analysis, project management, and system implementation in a large, multidisciplinary environment with complex computerized systems, or an equivalent combination of education, training, and experience.Skills and Abilities:Comprehensive knowledge of CICA handbook, Generally Accepted Accounting principles (GAAP), and MIS Guidelines.General knowledge of current health care systems, issues, and trends.Comprehensive process management and analytical skills.Demonstrated ability to develop and apply analytical methodologies and processes to support the operations of a large organization.Superior problem-solving, critical thinking, and evaluation skills.Ability to work independently with minimal supervision.Ability to supervise/lead staff.Ability to work in a team environment.Ability to prepare business case proposals and present recommendations to senior management levels.Demonstrated ability to effectively communicate with staff at all levels within the organization, both verbally and in writing.Demonstrated ability to work independently under pressure and in collaboration with others.Ability to organize and prioritize workload to meet deadlines with minimal supervision.Comprehensive knowledge of business administration including strategic and operational planning.Advanced knowledge of computerized financial/data systems, databases, tools, and procedures.Effective facilitation, persuasion, and negotiation skills to achieve consensus, resolve conflict, and achieve desired outcomes.Ability to effectively and efficiently operate related equipment and software.Physical ability to perform the duties of the job.What We OfferWhat you will do:Work in collaboration with the Director and PHC senior and line staff to identify and advise on opportunities for optimal operational and financial/analytical data resource allocation.Lead special projects as required, including the development, implementation, monitoring, and evaluation of project plans and deliverables.Coordinate and provide business support such as operations planning and budget framework development by developing workload indicators, preparing and reviewing proposed operating proposals and budgets, ensuring new approved initiatives are reflected in budgets, tracking/monitoring performance of the plan, and identifying variances and possible resource allocation changes.Develop strong relationships with internal/external stakeholders and act as an expert advisor providing support and contributing expertise, evaluation, and advice to designated servicing portfolio on areas such as performance improvement, service delivery modeling, funding applications, operational and business process improvement reviews, and related financial/analytical process, data utilization, and reporting requirements.Proactively provide customers with relevant financial and workload information in order to support decision-making relating to planning strategies, opportunities for improved resource utilization, and performance measurement.Implement best practices, operate at a strategic level to research, identify, assess, analyze/interpret, highlight, monitor related operational and financial/analytical information, performance, forecasts, patterns, statistical and critical indicator data as it pertains to assigned project/service area.Effectively incorporate financial/analytical, business, and data management assessment skills and methodology to achieve a comprehensive multi-layered understanding of the related financial/analytical and business processes and tools.Produce comprehensive, timely, and high-quality confidential business cases, needs assessments, analysis, reports/reporting, and deliverables for use by stakeholders and/or members of the executive team.Provide the necessary support/service for implementation of outcomes.
Regularly assess trends, identify alternatives, and provide recommendations to improve operational/financial effectiveness and efficiency.Identify, review, track performance indicators, and determine and report on variances and possible resource allocation changes.Keep the Director regularly apprised of issues and obstacles encountered.Analyze deviations from plan and investigate causes.
Conduct periodic reviews and make corrective adjustments as necessary (in conjunction with the Director).
Prepare written variance analyses highlighting resource utilization, expenditure patterns, statistical and critical data/information.Provide developmental expertise in comprehensive, integrated, longitudinal report design and presentation of statistical, clinical, and financial data.Participate in quality improvement and utilization management activities and monitoring processes by timely analysis, interpretation, and reporting of information following generally accepted principles/best practices, assessing trends, consulting with relevant stakeholders, and identifying and acting upon opportunities to improve operational effectiveness and efficiency.Review problem areas with stakeholders and keep the Director informed on a timely basis, identifying issues/obstacles encountered.As required, participate in the negotiation of inter-health authority, vendor, and/or third-party partnership contracts and agreements.
Monitor the outcome on the service(s) within PHC.Identify and assist with the prioritization of capital requests for assigned programs and/or departments.Liaise with stakeholders and assist the Director in setting short and long-term objectives/solutions, and in developing and implementing improvements to the department's work processes.Identify and/or develop "best practice" processes, communicating same to the other members of the team.
Regularly communicate changes in business operations to appropriate staff and program areas.Participate in a variety of internal/external committees as required and establish positive working relationships in order to ensure successful outcomes and cooperation.Coach, mentor junior staff and leaders in the designated servicing portfolio to develop skills and/or improve their understanding of the range of financial/analytical matters, processes, reporting, and system requirements for their area of responsibility.Provide work direction and may be required to supervise junior staff.
Monitor operational capacity of junior staff and ensure that service and technical standards are met.
Advise the Director of issues or problems.Perform other related duties as required.
