Napier, New Zealand New Zealand Government Full time
Analyst / Senior Analyst (Fisheries) at Ministry for Primary Industries, Napier

Analyst / Senior Analyst Inshore Fisheries - Napier or Wellington

Role type : Permanent

Location : Napier (preferred) or Wellington

Salary Range: Analyst $85,302 to $99,628 depending on skills and experience
Senior Analyst $98,955 to $115,691 depending on skills and experience

Alongside supporting key projects, you will have the opportunity to develop and lead various pieces of impactful work. There will be an element of understanding and interpreting fisheries data. You do not need to be a fish expert, but you'll understand how to translate data into helpful insights. The work in this role is diverse. In any given week you could be writing aide memoirs and ministerial correspondence, writing cabinet papers, reviewing internal processes, be involved in regulatory design, or helping turn a problem into a regulation solution.

In the Fisheries Analyst/Senior Fisheries Analyst role you will work with a diverse range of stakeholders and technical experts to monitor and advance regional and national fisheries management initiatives, including catch limit reviews, improvements to fishing rules, and strategies to manage the environmental impacts of fishing.

You'll be addressing a wide variety of issues which have a lot of meaning to a lot of different people from Napier to Taranaki down to Wellington. So, it's vital you can build trust and strong relationships with a variety of groups. Internally, you'll work with a regional team of motivated individuals as well as the wider Fisheries New Zealand family across the country, all of whom are committed to ensuring sustainable fisheries resources for future generations. Outside of MPI, you'll engage on both technical and more subjective topics with Treaty partners and stakeholders, working with iwi, hapu and communities, as well as ENGO's, and the commercial and recreational fishing sectors. You'll use your problem-solving and critical thinking skillset, paired with your genuine passion for fisheries, to get results. You will likely be involved in the Maui dolphin threat management plan - maintaining the key relationships with the Maui dolphin forums from the North and South islands. You'll be analysing crayfish stocks - looking to address and improve the effects of cray fishing on the environment, particularly regarding kina barrens and its effects on kelp forests. You'll contribute to the analysis of New Zealand's fin-fish stocks which will need to be monitored, and you'll recommend changes made to catch settings as needed.

We're fortunate that we already have plenty of science nous in our team. To balance our team we need someone who has a strong report writing skill-set. For example, you'll know how to write a regulatory impact statement, and you can write and communicate to the right people, in the right way, including briefing papers sent to the Minister.

You're not necessarily from Government. You could be from a recreational fishing advocacy group, ENGO, or a local government agency. Perhaps you're a Business Analyst or Government Adviser. You don't need to come from a fish-related background, but you will be able to pick up technical information quickly.

We are interested in a person with an undergraduate qualification or higher. Preferred areas of study include marine science, resource management, law, policy, or economics (but this is not a necessity). You're someone who has a genuine interest in the sea, oceans, and fisheries, who also has;

  • Analytical skills and the capacity to quickly identify and clearly define an issue
  • Excellent communication skills (verbal, listening, and written)
  • An understanding of Te Tiriti o Waitangi and an ability to apply Māori knowledge and values to your work
  • Understanding of Government processes including Parliamentary processes
  • Experience establishing and effectively maintaining collaborative relationships with tangata whenua, stakeholders, and Government agencies
  • Some knowledge of fisheries management and regulatory frameworks

You do not need to meet all the role requirements to apply. We offer a breadth of development and learning opportunities and will welcome an application if you think you could make a great fit.

We are a team of eight, with existing staff being - one Principal Analyst, three Senior Analysts, and two Fisheries Analysts and the Manager. We're mainly based in Wellington. We are a supportive and diverse group. We hail from academia, local government, monitoring and enforcement, international fisheries, and permitting and consents backgrounds. We have a good mix of technical and academic minds, plus a practical hands-on approach, as needed. You'll report to the Manager Inshore Fisheries - Central.

The Ministry for Primary Industries (MPI) partners with New Zealand's food and fibre sector to be the world's most sustainable provider of high-value food and primary products.

Fisheries New Zealand is a business unit within MPI, focused on managing New Zealand's fisheries resources. We work to ensure that fisheries resources are managed in a way that provides the greatest overall benefit to New Zealanders. Our focus is the sustainability of New Zealand's wild fish stocks, aquaculture operations and broader marine ecosystems, now and in the future.

  • Additional MPI leave days
  • Ability to purchase extra annual leave
  • Career development and internal opportunities across the branch and organisation

Kua rite koe mō tēnei mahi whaitake? - Are you ready to make a difference?

We are committed to being a good partner under Te Tiriti o Waitangi which includes working closely with iwi, hapū, whanau and hāpori.

We aspire to reflect the diverse communities we serve, so we welcome applications from individuals of all backgrounds, and identities. As an organisation, we are committed to making Manatū Ahu Matua a great place to work for all.

In your cover letter we'd like to know about you, your values; your interest and motivations for this role; the abilities, strengths, personal attributes and diverse perspectives you will bring to the role and this organisation, which may have also been gained outside of the workforce.
