Leads and assists Program and Project Managers to ensure that contractual obligations are met within assigned budget and schedule. Responsible for assigned business area financial success and growth strategy. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.Essential Job Duties and Responsibilities:Ensures that programs are managed in accordance with the contract and Cubic policies, procedures and department instructions.Leads implementation of the Operating and Strategic Plans in the relevant business area(s).Meets financial goals and objectives (sales, operating profit, return on net assets, cash).Supports Business Development Bookings Forecast.Develops and implements Business Area Growth Strategy in partnership with Business Development.Directs program financial management to ensure that profit is earned and cash is collected.Reviews earned value measurements of program plans versus actual achievements, schedules and costs.Grows relevant business area(s) in a profitable manner.Leads the management, program, and cost aspects of proposals.Hires, trains and supports Program and Project Managers to ensure successful program execution.Effectively manages programs within project and matrix organizations.Ensures contracts are delivered in a cost-effective manner.Ensures that programs perform in accordance with earned value methodology.Provides senior supplier interface to customer on ongoing contracts.Engages with customers to identify and articulate areas of future need, and elaborate stakeholder needs. Develops win themes and capture strategies. Provides guidance to bid teams to ensure proposals meet needs.Directs leadership across multiple programs to increase Program and Project Manager effectiveness in the following disciplines: engineering, operations (procurement, subcontracting, and manufacturing), quality assurance, configuration management, logistics, contract administration, standard business practices, finance, and the function of programs within a portfolio, including the balance between program, business area, and company priorities.Comply with Cubic’s values and adherence to all company policy and procedures. In particular comply with the code of conduct, quality, security and occupational health, safety and environmental policies and procedures.General Duties and Responsibilities:Comply with Cubic’s Quality Management System.Comply with Cubic Occupational Health, Safety and Environment policies and procedures.Comply with security in accordance with established policies and procedures of the organisation.Comply with Cubic Human Resources Procedures.Other duties as requested.Minimum Job Requirements:Essential:Tertiary qualifications (or equivalent) in electronic, software or mechanical engineering or related technical discipline.12+ years engineering experience including extensive project engineering/management, program management or other supervisory responsibility on high risk and/or high value programs.PRINCE2 required, advanced engineering degree or MBA is desirable.Proven ability to lead cross-functional program teams.Ability to effectively communicate verbally and in writing, make presentations and conduct negotiations with customers, subcontractors and suppliers.Requires knowledge of public and private sector procurement, contracting, standards and specifications.Advanced leadership and analytical skills to organise, plan and direct a portfolio of programs.Effective interpersonal skills to interact in sensitive and/or complex situations.Ability to make comprehensive and coherent presentations before groups of senior executives, including public and private sector bodies.Personal Qualities:Requirement to travel, generally domestically, when required.Excellent interpersonal skills, and the ability to effectively interface with employees, suppliers, customers and the senior management of the division and corporation.Manage, motivate and develop a high performing team, fostering a culture of continuous improvement.Ability to provide sound and strategic advice, understanding business priorities and requirements.Political sensitivity and commercial acumen.Self-motivated, with a willingness to learn and perform independently on tasks and duties whilst operating and contributing as part of an overall project team.Strong research and analytical skills.Condition of Employment:Successful outcome of a National Police Check.The description provided above is not intended to be an exhaustive list of all job duties, responsibilities and requirements.
