Job Purpose

We are seeking an experienced Application Development Manager to oversee one or more software development teams in NUS. This role will report into the Senior Associate Director (Software Engineering).

The role will be responsible for leading and guiding teams in the development of high-quality software products, ensuring they meet business needs and align with NUS strategic goals. The role will also ensure implementation and adherence to best practices across all stages of the software development lifecycle, including requirements analysis, design, coding, testing, deployment, and maintenance.

This is a hands-on leadership role and the candidate should still be on active hands-on development.

At the outset, this role will lead 2 projects:
1. Leading an existing team on NUSChat. This is similar to ChatGPT but with Retrieval Augmented Generation against NUS data.
2. Forming a new team to develop common API services used across the various NUS IT functional areas.

Duties and Responsibilities
  1. Technical Expertise
    Provide technical guidance and expertise to teams, helping to solve complex technical challenges.
    Stay abreast of emerging technologies and industry trends to drive innovation within the company.
    Ensure adherence to best practices in coding, testing, and maintenance.
  2. Leadership and Team Management
    Lead and mentor multiple software development teams, fostering a culture of innovation, collaboration, and excellence.
    Develop and implement strategies to enhance team performance and productivity.
    Foster collaboration and high-performance culture within the team.
  3. Delivery Management : Ensure the timely and high-quality delivery of products, aligning with project objectives, scope, and timelines.
  4. Technical Architecture : Collaborate closely with the Architecture team on system and application design.
  5. Quality Assurance : Implement quality assurance processes to guarantee the delivery of high-quality products. Oversee testing methodologies and quality control procedures.
Qualifications
  1. Bachelor's or Master's degree in Computer Science, Information Technology, or a related field.
  2. Minimum of 8 years of experience in technical leadership roles, with a strong emphasis on product engineering and technology management.
  3. Proven ability to lead and inspire cross-functional teams, promoting collaboration and achieving project objectives.
  4. Exceptional problem-solving and critical-thinking skills, with a proven track record of effectively addressing technical challenges and risk mitigation.
  5. In-depth knowledge of quality assurance processes, encompassing testing methodologies, and quality control procedures.
  6. Demonstrated strategic thinking and planning abilities, capable of aligning technical projects with organizational goals and market demands.
  7. Relevant experience in application design, development and support, and has completed at least 3 rounds of SDLC in application development.
Technical Expertise
  1. Strong front and backend working experience- Angular or React, jQuery, Bootstrap, ASP.NET Core, Mobile development, Hybrid development. Working experience in Java and Flutter Hybrid Development platform is an advantage.
  2. Strong Cloud application development experience using PAAS Services, preferably Azure.
  3. Working experience in Microservices and Containerisation technologies.
  4. Deep knowledge in Relational Database Management System (RDBMS) such as Oracle and SQL.
  5. Working experience in DevSecOps. Working experience in Azure DevOps, Jenkins, Octopus Deploy, Fortify, SonarType, SonarQube, Splunk is an added advantage.
  6. Working experience in Quality Engineering, covering Test Management, Unit, Functional, Performance and Load Testing. Working experience in Webdriver.IO, Katalon, JMeter is an added advantage.
  7. Knowledge in Azure OpenAI services is an advantage.
