**Mō tō mātou rōpū - About our team**

The Biosecurity Team is one of two teams responsible for leading the development of our biosecurity system. They develop policy and strategy particularly focused around ensuring the Government's goal for mitigating the risk of pests and diseases that threaten our economy. Aotearoa has a complex and effective biosecurity system to support our unique environment. The system has 3 interlocking layers of protection - pre-border, border and post-border, and involves:

- Trade and bilateral agreements
- International plant and animal health standards
- Risk assessment and import health standards
- Border intervention
- Readiness and response
- Surveillance
- Pest and diseases management.

The Biosecurity Team provides the operational focus and direction to ensure Aotearoa has the right resources and people-power to protect our country from biosecurity threats. To do this, they are focused on two different areas:

- Stopping pests and diseases at the border before they get to New Zealand.
- Eradicating or managing the impact of those already here.

The team is currently working on three main projects: the Biosecurity Act Review, Aquaculture Biosecurity Project, and the Biosecurity Information Regulation Bill. You will be working across the projects as per demand and engaging with a range of both internal and external stakeholders, regions and different industry groups to develop policy advice and decisions.

**Key Accountabilities**:

- To provide timely, accurate, advice on the operation of policy frameworks, by monitoring and evaluating the results of policy initiatives and programmes in the primary sector.
- To assist in the development of legislative and regulatory instruments to express Government primary sector policy
- To develop cost-effective, and evidence-based, policy options, for Government action related to the primary sector
- Application of relevant research and policy development methodologies
- Providing Ministers with clear, concise and relevant information on issues and options
- Leading and supporting the required Cabinet, drafting, inter-Government and Parliamentary processes (including Select Committees)
- Creating and maintaining effective inter-Branch, inter-agency, and sector relationships on the progress of specific issues
- For senior analysts, provide coaching, mentoring support, and advice to analysts.

**What you'll bring**:
You will be an exceptional policy practitioner, meaning you will bring:

- Sound understanding of, and experience operating in, Government processes, including Parliamentary processes;
- Previous experience in establishing and effectively maintaining collaborative relationships with stakeholders, Maori, and Government agencies;
- Demonstrated experience in project management;
- Sound understanding of economic and resource management policy approaches and frameworks;
- Sound knowledge of basic components of international trade, and environmental management frameworks and supporting instruments;
- Sound understanding of primary sector structure and operating context
