At Te Tāhuhu o te Mātauranga | Ministry of Education, we work to provide services and support nationally, regionally and locally to the education sector, and in some cases, directly to ākonga and whānau.
We help shape the policies, settings and performance of the education system for early learning, schooling and tertiary. We do this by building relationships and understanding the needs of those who receive our services.

About our group and team
The Secondary Tertiary team sits within the Te Poutāhū and covers the transition from senior secondary through to tertiary and employment.
Te Poutāhū delivers and maintains critical services to support responsive learner pathways from early childhood into further education, training, the workforce, and society. Te Poutāhū performs a crucial role working between the strategy and policy teams, and the sector facing functions. The Secondary Tertiary team is responsible for operational policy, curriculum and support programmes for Year 11-13 learners, and the secondary-tertiary interface. This includes senior secondary curriculum, NCEA (including implementing the NCEA Review changes through the Review of Achievement Standards (RAS)) and secondary-tertiary programmes.
Mō tēnei tūranga | About this role
The NCEA Operational Policy team brings policy disciplines to support informed decision-making on problems or opportunities that require a position or solution to give effect to the Ministry's strategic intentions for NCEA.
The Lead Advisor, Pathways and Transitions (Operational Policy) will lead the process of implementing policy, from design through to operationalisation. They will help shape a senior secondary education system that delivers quality and equitable pathways for all learners, allowing them to transition successfully for a life of learning, earning, caring and contributing.
The Lead Advisor works closely with a team of Senior Advisors and is responsible for the coordination of work and the fostering of a team culture in which values the diversity of people, experiences, and backgrounds.

Mōhou ake | About you
- Experience leading the development of operational policy
- Strong written and oral communication with impact (i.e. conveys energy, urgency, confidence, and a sense of ease).
- Prior stakeholder engagement experience as you will be working with the wider Te Poutāhū team and Ministry.
- Experience in working within the public sector and understanding of the political environment and how related issues should be managed.
- Experience in contributing to the design, development, and delivery of projects with multiple stakeholders
- You will work consistently to established timeframes and lead and direct the contribution of others' to enable work to progress.
- You will work to translate strategies, priorities and opportunities into coherent packages of work with clear mandate, scope, logic, outcomes, delivery roadmaps and resourcing, with a focus on moving ideas from development to delivery.
- Your communication skills will be excellent, and you will be able to act proactively to ensure smooth team operations and effective collaboration
- Familiar knowledge and understanding of sensitive cultural values and have a good understanding of the principles of Te Tiriti o Waitangi.

Experience and qualifications
- You will have experience of operational policy in an education setting
- You will have experience in leading a project from design to delivery
- Experience in working within the public sector and understanding of the political environment and how related issues should be managed.
- Strategic thinking (i.e. sees issues through a range of lenses and stakeholder perspectives; and recognises broader implications and connections between issues).
- Ability to confidently and appropriately engage with a range of stakeholders from different cultures and backgrounds.
- Ability to design and deliver internal and external stakeholder engagements, both general and targeted, to generate valuable and usable insights / advice.
