The Intelligence, Investigations and Enforcement (II&E) Group's mission is to promote and protect the integrity of New Zealand's border system. With changing passenger and cargo volumes, as well as stakeholder expectations, the group is flexible and agile so that it can adapt to new technology and ways of working. Within II&E the Manager, National Security and Emergency Management (NS&EM) is a member of the II&E Leadership Team and supports the Group Manager.

**You will lead a team that**:

- supports Customs participation in the National Security System
- ensures Customs has a highly effective readiness and response capability to major incidents and emergencies
- coordinates the Customs response to major incidents and emergencies of national security significance ensuring Customs' actions are fully coordinated, both across the organisation and with the AoG response
- coordinates Customs participation in All-of-Government efforts to enhance New Zealand's national security (including major event planning, readiness/preparedness exercises, providing advice on Security and Intelligence Board and Hazard Risk Board related matters)
- provides general support to the Group Manager II&E by managing assigned projects.

You will also be responsible for leading implementation of the II&E Strategy in terms of building resilience and readiness for the future and contributing to the National Security System more broadly. In addition to supporting the Group Manager II&E you will also provide assurance and support to the Chief Executive and Customs Executive Board on strategic-level national security issues.
It requires effectively working across the sector, forming and managing key partnerships and building a strong and capable specialist workforce within team.

Salary
The salary range for this role is $156,184 (85%) - $211,308 (115%). 100% or competent for the range is $183,746.

Ko wai koe | About you
You have extensive relevant operational leadership experience within a government or relevant large complex organisation, including objectives-based planning, organising, risk management and reporting. In addition you will have successful experience in business continuity and emergency management within a large organisation or a New Zealand government agency. You will feel comfortable providing advice on national security matters to senior leadership and demonstrate a high level of understanding of the complexities of the national security system.
You will have a strength in translating organisational priorities into goals, strategies and plans in the area of responsibility to ensure achievement of results whilst also a commitment to service excellence through continuous improvement and innovative approaches to issues.
You have well-honed problem solving and decision-making capabilities with the ability to implement innovative solutions and manage or mitigate risks taking immediate and longer term consequences into account. Having excellent interpersonal skills, using both verbal and non-verbal communication techniques, to ensure clarity of message and achieve the desired result are essential.
You will need to provide demonstrated evidence of developing and maintaining excellent working relationships, networks and partnerships with key stakeholders both internally and externally, as this role has a strong focus on stakeholder management.

Requirements to apply
You must have a background history that is verifiable and can be assessed as appropriate by the New Zealand Security Intelligence Service towards a recommendation of suitability for security clearance at a higher level.
Due to the nature of Customs work you must have a clear Police record. Successful applicants are also required to pass a medical assessment and drug test and must hold a full NZ Driver's licence.
