**Tēnei tūranga - About the Role**:
MBIE’s Building for Climate Change programme is working to reduce emissions from buildings during their construction and operation, and to also ensure New Zealand’s buildings are resilient enough to withstand changing climate conditions. If New Zealand is to achieve its climate change goals, including net zero carbon by 2050, the building and construction sector must play its part.

We are looking for a Senior Policy Advisor to work in the Building for Climate Change programme in Building System Performance branch. This is a fixed term opportunity, and we are open to people based in Auckland, Wellington, Christchurch or Dunedin.

**What you will be working on**:
We are looking for a policy professional with demonstrated experience working on legislative change and regulations development, to help lead the next stage of policy work on the Building for Climate Change programme.

The Programme is tasked with delivering the Government’s climate change response for building and construction through the Emissions Reduction Plan and jointly leading one of the five outcomes of ‘homes, buildings and places’ in the National Adaptation Plan. In addition to working across agencies to deliver the actions to realise our climate goals, the Programme is also developing the plan to move the sector from its current state where climate considerations are niche to one where they are mainstream.

As Senior Policy Advisor, you will be expected to shape and deliver on one or more of our key policy workstreams. These include:

- Amending the Building Act to set the legislative framework to reduce the building and construction sector’s emissions and support the construction of more climate resilient buildings
- Developing regulations for energy performance ratings
- Developing regulations for waste minimisation plans for construction and demolition projects
- Incorporating emissions reduction into the building regulatory system
- Developing policy advice to improve the resilience of buildings to climate hazards

You’ll also be contributing to our thinking about how to drive change and innovation, how to change people's behaviour and the way they think about designing, constructing and operating buildings, including through education, information, and influencing behavioural change.

**The roles we are looking for**:
Our Senior Policy Advisors work on complex and high profile government policy projects. They use strong communication and influencing skills to engage and work collaboratively with various groups. They support the development of our policy advisors and graduate policy works.

They have a good knowledge of legislative frameworks and processes, Te Tiriti o Waitangi principles, and a strong understanding of the wider political environment.

**Skills and Experience Required**

Ideally you will have the following:

- An interest in climate change issues
- Experience with complex policy projects within central government
- Demonstrated capability in working with Ministers, senior public service officials, internal and external stakeholders
- The ability to work through ambiguity and deliver results
- Intellectually curious and have an aptitude for solving complex and sometimes, ambiguous problems
- Excellent at communicating complex information orally, written and visually
- Excellent ability to manage, prioritise and co-ordinate several important pieces of work simultaneously
