**EXPRESSIONS OF INTEREST**: INSPECTOR-GENERAL OF INTELLIGENCE AND SECURITY ADVISORY PANEL MEMBER
This is a part time position with a standard time commitment of approximately five hours every eight weeks.
The Inspector-General of Intelligence and Security (IGIS) is a statutory office which was established in 1996 to increase the level of oversight and review of the intelligence and security agencies (the Government Communications Security Bureau and New Zealand Security Intelligence Service).
The Intelligence and Security Act 2017 requires the appointment of two suitable persons to the positions of advisors to the IGIS. One of the advisors serves as the chairperson of the Panel. The Advisory Panel meets regularly with the IGIS and the Deputy IGIS.
A vacancy on the Panel has become available as the term of one of the members is due to expire.
Functions
- The Advisory Panel provides advice to the IGIS either on request from the IGIS or on its own initiative.
- The Advisory Panel may report to the Prime Minister on any matter relating to intelligence and security, if the Advisory Panel considers that the matter should be drawn to the attention of the Prime Minister.

The advisor member and the chairperson of the Panel are appointed by the Governor-General on the recommendation of the Prime Minister after consulting the Intelligence and Security Committee of Parliament.
Advisory Panel members should be able to provide insight and advice on a range of relevant issues, and should demonstrate one or more the following:

- a good understanding of the Intelligence Community in New Zealand, including sector knowledge
- a good understanding of the significance of effective oversight
- a good understanding of and a strong interest in national security issues
- knowledge of technical methods used in intelligence collection
- an interest in digital information management and the role of technology in society
- expertise in undertaking inquiries, audits or compliance assessments
- in-depth knowledge of operational organisations.

**And have the ability to**:

- exercise good judgement on highly sensitive issues
- act with integrity and demonstrate professionalism and probity
- maintain a Top Secret Special Security clearance

Term and Conditions
Panel members may be appointed for a term of up to 5 years and may be reappointed, as provided for in the Intelligence and Security Act 2017. Members would be expected to attend regular panel meetings and undertake other activity as required.
Remuneration would be at a rate and determined in accordance with the Cabinet fees framework. Actual and reasonable travelling and other expenses that are incurred in carrying out his or her office as a member would be reimbursed.
Expressions of interest are sought for one advisory panel member to commence their role during the first half of 2025 or once security clearances are in place to enable them to commence.
