Team Leader Planning and Compliance

Napier City Council has an opportunity for a highly motivated and experienced Team Leader Planning & Compliance to join our team.
In this role, you will be responsible for the day to day management of the resource consents and compliance functions and leadership of the Planning and Compliance team. As an integral member of City Strategy - You will ensure the effective delivery of customer solutions focused planning and compliance services is consistent with council strategies and policies and are delivered in a professional manner with service excellence maintaining a positive public profile.
**Responsibilities will include**:
- Ensure the timely and consistent delivery of a customer and solutions focused regulatory framework to implement liquor licensing, administration of bylaws, environmental health, and District Plan resource consent.
- Ensure legislative obligations are met under the City of Napier District Plan, Resource Management Act 1991, Health Act 1956, Food Act 2014, Sale and Supply of Alcohol Act 2012, Local Government Act 2002 and Napier City Bylaws, and all associated regulations.
- When regulatory decisions are contested, brief and procure appropriate legal representation, prepare information and documents for hearings, court action or appeals, and represent Council through judicial processes as necessary.
- Ensure that resource consents have the appropriate professional planning authorisation from Council and quality assurance processes to promote defendable decisions in the Environment Court and avoid judicial review in the High Court
- Actively manage service provider contracts; monitor performance and ensure service meets Council expectations.
- Plan staffing levels for current and future needs, undertake recruitment activity to select, and employ staff within budgeted FTE and delegated authority.
- Coach, mentor and develop staff, including overseeing new employee onboarding.
- Provide career development opportunities and encourage skill and knowledge growth
**To be considered for this role, you will have**
- Tertiary degree in Resource and Environmental/Urban Planning
- At least 8-10 years’ experience in a regulatory field in a senior position or team leader level and
- At least 4 years’ experience in Planning/Resource Management
- Regulatory experience
- Team Management and leadership skills
- Strong Customer Service ethic
- Possess excellent interpersonal skills
