As the Head of the Programme Management Office (PMO), you are accountable for ensuring the Council is suitably equipped for the delivery of a significant capital programme.

**About the role**:
This is a unique role as the PMO office is the organisation-wide owner for capital delivery related planning, budgeting, processes and documentation and acts as a shared service across all capital delivery areas of the Council. Your main priorities include:

- Development and guidance relevant to processes, capital delivery governance and capital delivery policies
- Ensuring the delivery of enterprise reporting on capital programme, and that our organisational goals and objectives are met, while highlighting areas for continuous improvement.
- Identification of synergies, interdependencies, barriers, and roadblocks to capital delivery
- Development of appropriate best practice methodologies to resolve issues.
- Driving performance and working with GMs and Heads of Service to ensure capital delivery teams are delivering in accordance with the CCC approved Long Term Plan, to which you make a significant contribution.

Your team will also be responsible for tracking and measuring capital delivery performance and reporting accurate and timely results both to units and up to management and governance. To achieve this collaboration across all Units of Council, a high-performance culture within your team is required.

**About you**:
Balancing long term needs with our current landscape, you'll be sharp eyed, vigilant and communicate any identified issues early. You will have robust experience delivering complex programmes or managing programme offices at scale in terms of numbers and scope of projects. Your success in this role will be underpinned by:

- A minimum 10 years of experience in a senior specialist operational level.
- 7 years business process management / improvement and support service experience with a minimum 5 years' experience in a PMO leadership role
- A undergraduate university degree in Engineering
- Experience and knowledge of developing and leading people, process and information & technology systems within relevant delivery environment.
- A high level of commercial and financial acumen so you can present to audiences such as the Council on complex and confidential issues.
- Extensive relationship building skills to convince, persuade, train, educate, mentor and influence programme and project managers.
