The Property Rights scheme provides people with certainty regarding land ownership, guaranteeing what is owned, who owns it, where it is, ownership rights and how ownership can be transferred. The Property Rights group within LINZ is an operational team of approximately 200 people who are responsible for approving survey plans and titles dealings which are submitted by surveyors and conveyancers via the Landonline system.
In delivering this work, the Property Rights group is accountable to the Surveyor General and the Registrar General of Land for ensuring that transactions are approved according to regulations, rules and standards. Through the development of a Compliance Strategy for the Survey & Title system, it has been identified that the quality assurance framework in Property Rights needs to be redeveloped.
The quality assurance framework is one part of the compliance system for Survey & Title. It will complement the quality checks which are performed as part of operational processes, and the audit functions performed by the Regulators.
The role of Principal Customer Regulatory Specialist - Quality Assurance will see you lead the development of the new quality assurance framework, and you will be able to back yourself with your experience in this area.
Ideally you will have experience in the public service, operating within a regulatory environment, and will have an understanding of how operational teams work.
Once the QA framework has been implemented, this position will be responsible for the ongoing monitoring, improvement, utilising performance reporting to identify trends, issues and opportunities.
You will be skilled at leading through influence and fostering positive working relationships to get traction on initiatives, of course stakeholder engagement and management will be your key to success.

- Proven experience developing and running quality assurance functions in the public sector.
- Experience in the ongoing monitoring, improvement and reporting on quality assurance frameworks.
- Ability to utilise performance reporting to identify trends, issues and opportunities with respect to quality and compliance.
- Outstanding communication, negotiation, interpersonal and influential skills to foster positive relationships.
- Innovation, resilience, drive and authenticity.

**The annual salary range for this role is**: $130,000 - $145,000
