Parliamentary Service supports New Zealand's democracy by providing excellent service to Members of Parliament, our stakeholders and the public.

Our support services to members include providing support staff, travel arrangements, policy advice, HR support, finance, research and information services, IST, security and catering services.

We also look after the buildings and grounds of the parliamentary precincts.


Parliamentary Service (PS) works closely with the Office of the Clerk (OOC) of the House of Representatives, which provides specialist advice on procedure and parliamentary law and secretariat services to the House and to its committees.

The role


We have a fantastic opportunity for an experienced and dynamic HR leader who is confident to partner with senior managers and deliver a high level of HR service to the business.

The Chief People Officer plays a proactive role in the Executive Leadership team, providing the ELT and Chief Executive with strategic advice and support.


The Chief People Officer will drive the ambition for us to be one of the best employers in the market.

You will lead an HR team that provides trusted and credible support to both Parliamentary Service and Office of the Clerk, as well as implementing effective HR strategies that are successfully integrated into all business strategies and plans.


The current fixed term CPO Transformation has worked with the senior leadership teams on building a clear roadmap for the future; clearly defining the culture, stand out leadership capability and modern innovative HR services we are committed to embedding.

Your role is to deliver on the roadmap, enhancing where you see opportunity and adapting to changing context as appropriate.

In addition, you'll be supporting the new recruitment team deliver their enhanced service offering, implementing a new payroll/HRIS system and supporting the upcoming Election.


You will be creative in your thinking around continuing to strengthen our engagement and service delivery as well as bringing vision and pragmatism to achieve organisational goals.


About you


We are looking for an individual who is truly passionate about delivering an excellent service and to be the best people team in the sector.

Alongside your depth of HR leadership experience, you will have:

  • The ability to influence, gain trust and establish new relationships quickly
  • A depth of knowledge and experience across generalist HR
  • Ability to develop and implement long range people strategies at pace, to ensure HR initiatives successfully support the overall Parliamentary Service strategy
  • Demonstrated experience in an HR leadership role providing advice and support to ELT
