We are seeking a Technology Specialist (L3) to join our CISO office to help achieve our outcomes.

As Technology Specialist (L3) you will provide advice, guidance, analysis and lead delivery in a specialised domain/subject or professional field in order to ensure the systems which IR operates are effective and efficient, manage risk, and champion IR's customer-centric and intelligence led culture, to deliver the outcomes required by government.

In line with Inland Revenue's Information Security Strategy safeguard the integrity of the tax system by building on the existing IR fraud management processes, enable effective collaboration across IRs current fraud management practices that include IR people, processes and technologies.

In this varied role you will be responsible for:
  • Demonstrating IR's values through your behaviours and decisions to positively contribute to the economic and social wellbeing of New Zealand.
  • Build and maintain an understanding of IR and customers to deliver services to meet current and future needs.
  • Provide specialist support, advice and services relating to specialised domain issues across the organisation to inform quality decision making.
  • Within your area of expertise, provide advice and guidance in support of organisational capability uplift and better customer outcomes.
  • Support the development of cohesive responses to fraud in order significantly reduce impacts of fraud and limit or disrupt the consequences and a range of interventions which are appropriate to each fraud event.
  • Define and implement policy, processes, guidelines, and training enable timely, accurate responses to fraud which limits and disrupts consequences. Use intelligence to identify the root cause of fraud and take steps to mitigate vulnerabilities and weaknesses.
  • Support efforts to strengthen the existing IR Artificial Intelligence governance and oversight processes in building an AI Threat Modelling practice based on established industry frameworks to understand the AI threat landscape.

To be successful in this position you will possess the following capabilities.
  • Identify strategic risks and contribute to the development of policies and strategies to ensure quality customer experiences and protect IR's integrity.
  • Contribute to the development of frameworks, practices, policies, and procedures relevant to the domain, specifically focussed on Artificial Intelligence Threat landscape and Fraud Prevention.
  • Lead, plan and execute projects or initiatives including across networked teams, taking accountability for stakeholder management and project communications.
  • Good understanding of regulatory compliance standards and frameworks such as NIST 800, NIST Frameworks. ISO 27001, ISO27002, ISO27050 and NZISM
  • Deep understanding of information security principles and risk management concepts around systems, people, assets, data, and capabilities.
  • Sound knowledge in Supply Chain Security Management practices and outcomes.
  • Strong understanding of infrastructure and data systems and how these can be leveraged for fraud detection/prevention.
  • Experience in developing and implementing data security policies and procedures to mitigate fraud risks.
  • Effectively communicate complex technical concepts or fraud schemes to non-technical stakeholders and write clear, concise policies and incident reports.
