The Crown Response Unit was set up in February 2019 to coordinate the Government's response to the Abuse in Care Royal Commission of Inquiry.

We report to a cross agency sponsoring group of Ministry Chief Executives, and the Minister for the Public Service.

The Royal Commission was established in 2018 to investigate the experiences of tamariki, rangatahi and vulnerable adults in State and faith-based care between 1950 and 1999.

The Commission's final report and recommendations are due to be delivered by the end of March 2024.

The Crown Response Unit is accountable for the overall delivery of the Crown's response in collaboration with agencies and includes:
  • Developing and coordinating the delivery of the cross-government response work programme
  • Driving individual agency efforts so they are integrated and deliver the Crown's response
  • Acting as the Royal Commission's main point of contact with the Crown for information and response
  • Whole ofgovernment communications on the Crown's response and work programme.

The Crown Response Unit is primarily focussed on responding to the Royal Commission's recommendation to develop a new independent redress system for survivors.

The Commission also recommended, and the Government agreed to four immediate pieces of work ahead of the establishment of the new independent redress scheme.

The Crown Response Unit coordinates the following workstreams on behalf of the Crown:
  • An interim listening service for survivors of abuse in care
  • Work to improve survivor's access to their care records
  • Rapid payments
  • Work on a public apology to survivors.

About the role | Mō te tūranga

The purpose of the Head of Redress role is to oversee and lead the design of the new independent redress system that will provide redress to survivors and their communities.

The Head of Redress will be accountable for leading the implementation and subsequent monitoring of redress initiatives including public apologies, records management practices and initiatives, rapid payment schemes, and the Survivor Experience Service.

This will include using insights gained through monitoring, to enhance and adjust redress design on an ongoing basis.

The Head of Redress will be expected to advise on and contribute to the work programmes across the CRU, and will be accountable for driving collaboration within the CRU and across agencies, to form and deliver on the priorities of the new independent redress system.

A component of this role will also be to hold responsibility for any future projects that may arise as part of the Royal Commission's final report.

This role will have oversight of additional functions such as; data and modelling, and if required, the Secretariat function supporting the Redress Design Group and Advisory groups.

The Head of Redress will also maintain oversight of the design of key services in line with the new independent redress system, ensuring that services and initiatives are survivor-centred.

This role has a key responsibility to give effect to the principles of Te Tiriti o Waitangi and to survivor voice in both their work and in the leadership of their team.
