He angitūtanga | About the role


In this role you will lead the Department's border and species trade, wildlife crime compliance, and enforcement functions within the Office of Regulatory Services.

This role oversees a dynamic and diverse regulatory team responsible for border seizures and surrenders, surveillance, investigations, reporting, permitting, monitoring, intelligence, compliance, and enforcement.


The key outcomes for this role include to:

  • Lead the New Zealand Convention on the International Trade in Endangered Species of Wild Fauna and Flora (CITES) Management Authority, oversee statutory decisions under the Trade in Endangered Species Act, and liaise with and train other border agencies in its administration
  • Lead operational delivery of border, species trade, and wildlife crime work, ensuring it is effectively targeted to ensure the protection of threatened, endangered, protected, and CITES species impacted by illegal trade
  • Lead effective oversight of critical risks and issues across border and species trade, ensuring proactive management and risk mitigation
  • Ensure effective oversight of the CITES and wildlife crime enforcement processes via planning, monitoring, and reporting on system performance
  • Assist the Monitoring and Assurance Manager with the delivery of wildlife permit monitoring in relation to threatened and endangered New Zealand species
  • Collaborate with the National Compliance Manager to leverage intelligence and plan complex operations involving other agencies, where applicable
  • Collaborate with the International Policy Manager and represent the Department internationally at CITES meetings and at INTERPOL
  • Collaborate with leaders and teams across the regulatory function to drive system improvements, ensuring effective planning and the efficient allocation of resources to deliver on outcomes
  • Lead the Border and Species Trade team and ensure the team are supported, engaged, and motivated
  • Cultivate outreach programmes that enable and encourage compliance with New Zealand's conservation legislation and international permitting requirements
