Following the Government's decision to end greyhound racing in New Zealand, DIA will support the establishment of a Greyhound Racing Transition Agency to manage the orderly closure of the industry and ensure the welfare and successful rehoming of greyhounds.

Te tūnga | The role

We are seeking an experienced Establishment Lead to support the creation and early operation of the Greyhound Racing Transition Agency.

This is a fixed-term role supporting a time-limited agency that will operate for up to three years, through to July 2029. The Transition Agency has a clear and important mandate: to oversee the closure of the greyhound racing industry and to ensure all remaining ex-racing greyhounds are safely and successfully rehomed.

As Establishment Lead, you will work closely with the Greyhound Racing Ministerial Advisory Committee to set up the agency and its functions. You will lead early establishment activity, including workforce planning and recruitment, development of the transition plan, and oversight of budgets, assets, and operational arrangements. The role requires strong leadership, sound judgement, and the ability to operate in a complex, high-profile environment.

  • Leadership support to establish the Greyhound Racing Transition Agency and embed its operating model
  • Oversight of the development and implementation of the transition plan for the closure of the greyhound racing industry
  • Management of staffing, budgets, and expenditure during the establishment phase
  • Oversight of systems and processes to support greyhound welfare, tracking, and rehoming
  • Engagement with a wide range of stakeholders, including Ministers, industry participants, and partner organisations
  • Support to the Ministerial Advisory Committee, including advice on transition progress and risks

  • Strong leadership and organisational capability, with experience establishing or leading complex programmes or organisations
  • Sound judgement and the ability to work effectively in a sensitive and politically complex environment
  • Experience engaging with Ministers, senior stakeholders, and advisory bodies
  • Proven ability to manage budgets, assets, and operational delivery
  • Excellent communication skills and the ability to build trust across diverse stakeholder groups
