This position will be responsible for the provision of Māori expertise, skills and knowledge to the development of policy and work across the branch with a focus on building and embedding capability and capacity.
The Chief Policy Analyst Māori is a senior and influential role within the Ministry which will support progress on our collective responsibilities and growth.

Te taiao o te rōpū / Organisation environment
There is a strong MSD commitment to Māori which is outlined in Te Pae Tata - Māori Strategy and Action Plan - Ministry of Social Development (msd.govt.nz). In the MSD Policy branch we are in the process of implementing our specific Te Pae Tata Action Plan which gives effect to MSD's strategy (a copy of this Policy branch specific Action Plan is available on request).

Te āhua o te tūranga / About the role
- providing thought leadership, analysis and advice on complex, ambiguous, sensitive or risky social policy issues
- identifying and driving priorities, leading development of strategies and policy
- contributing to the development of MSD's strategic alliances with Māori across the system
- leading or supporting initiatives to enhance MSD's capability to deliver on its responsibilities under Te Tiriti o Waitangi / Treaty of Waitangi.

The Chief Policy Analyst Māori will constructively promote debate, challenge ideas and processes while contributing ideas and solutions. They will form sound working relationships with colleagues and staff, including other senior leaders throughout the Ministry and across government.

Ngā pūkenga me ngā wheako / Skills and experience
- knowledge in and commitment to the articles of Te Tiriti o Waitangi and the principles of the Treaty of Waitangi
- highly developed conceptual and analytical skills and experience in developing workable solutions to ambiguous and complex policy problems
- ablity to communicate and persuade using a range of oral, written and visual mediums, with a particular emphasis on written advice provision
- ability and experience in coaching, mentoring, influencing and otherwise growing capabilities around Te Tiriti analysis and Te Ao Māori
- an understanding of what the Government wants to achieve and ability to anticipate Ministerial and Ministry needs
- ability to identify strategically important stakeholders, establish and maintain connections including the ability to work effectively with whānau, hapū, Iwi and Māori organisations appropriately
- ability to effectively commission work and use policy management techniques to support work programme delivery
- proven experience and expertise in social and/or public policy development, implementation processes and the issues likely to impact on it
- a tertiary qualification in a relevant discipline, ideally at a post graduate level or above, or equivalent developed though other experience.
