**Role Purpose**:
As the Programme Manager for the Rotorua Museum refurbishment, you will be responsible for the cohesive management of all project elements. This includes developing and managing the programme management plan, coordinating between projects and ensuring that they meet the Council's project management standards, managing risks and issues, and reporting to the Programme Sponsor. Your leadership will ensure the programme aligns with organisational goals, maintains transparency and accountability, and delivers a revitalised museum that celebrates Rotorua's rich heritage.

**Key Responsibilities**:

- Programme Management: Develop and maintain a comprehensive programme plan including timelines, milestones, and deliverables. Ensure alignment with organisational goals and strategic objectives.
- Risk and Issue Management: Identify, assess, and manage risks and issues. Develop and implement mitigation strategies.
- Governance and Reporting: Establish and maintain robust governance arrangements. Provide regular updates and reports to the Programme Sponsor and Governance Group.
- Stakeholder Management: Engage with key stakeholders, including internal teams, external partners, and community groups. Develop and implement a comprehensive stakeholder engagement plan.
- Contract and Supplier Management: Oversee contract management processes, manage relationships with key suppliers and contractors.
- Operational Integration: Develop detailed plans for operational staffing, training, and business processes. Ensure smooth transition and integration of project outputs into business as usual operations.
- Quality Assurance: Develop and implement a quality assurance plan. Conduct regular quality reviews and audits to ensure that all projects meet the Council's Project Management standards.
- Communication and Change Management: Develop a comprehensive communications plan. Implement a change management plan to facilitate smooth transitions and adoption of new processes.
- Financial Management: Manage the programme budget, ensuring financial resources are utilised effectively within agreed tolerances. Monitor and report on financial performance.

**Qualifications and Skills**:
Bachelor's degree in business, Project Programme Portfolio Management, or related field.

Minimum 10 years' experience managing large or complex programmes and projects.

Proven experience in delivering large-scale programmes involving construction, business operations, and change initiatives.
- Formal PPM training and certification (e.g., MoP, MSP, Prince2, PMP, Agile).
- Strong leadership skills, capable of guiding and motivating a diverse team.
- Excellent stakeholder management and communication skills.
- Proficiency in financial management, contract management, and quality assurance.
- Experience in developing and implementing change management plans.
