Te āheinga The opportunity
We are currently looking to expand our Infrastructure team with a proactive and dedicated Parking Supervisor who will play a key role in supervising our parking team and ensuring efficient parking management across the district. As a Parking Supervisor, you will lead the parking enforcement team, focusing on the supervision and operational management of parking services. This role is pivotal in supporting the council’s objectives in traffic management and community service.

Supervision and Leadership
To ensure the Parking Team carry out their responsibilities in a safe, effective, professional manner and manage a roster to best utilize team.
Provide technical leadership under the relevant legislation including but not limited to, Land Transport Act 1998, operative New Plymouth District Council Bylaws, Freedom Camping Act 2014, Reserves Act 1977, Local Government Act 2002 and the Health Act 1956.
Supervise performance of staff and ensure robust communication both within the team and across Council teams, promote ongoing development of staff and organise and support training opportunities. Ensure all service provided meets the Treaty of Waitangi principals and the bicultural policy.
Strong focus on leadership, continuous improvement and making a difference.
Foster a positive work environment, encourage teamwork, and promote professional growth.
Actively ensure that good employer obligations and legislative requirements are fulfilled, particularly in relation to all key relevant legislation.
Organisational obligations, including familiarisation and compliance with organisational policies, Health and Safety responsibilities, Civil Defence and Emergency Management responsibilities.
Backup and support the team as needed on site when they carry out enforcement duties.
Enforcement Activities
Lead the team where enforcement is likely to lead to court proceedings.
Prepare documentation to support enforcement action.
Arrange for vehicle towing and relocations when necessary.
Record and maintain enforcement records.
Liaise with the police on incidents related to violations.
Maintain consistent parking controls in the central business area and other urban streets throughout the New Plymouth district.
Public Interaction and Education
Function as an Ambassador of New Plymouth City when conducting traffic regulation. and other enforcement duties.
Educate the public on parking laws and regulations.
Provide excellent customer service to parking customers.
Proficient conflict resolution skills. Handle interactions with upset or angry customers.
Address inquiries, resolve disputes.

Proven experience in a leadership role
National certificate or similar in statutory investigation and enforcement preferred.
Preparation of documents lodged in court-attendance at court.
Knowledge of lawful procedures and Court procedures
Proven track record in building strong stakeholder and team engagement
A minimum of two years in Parking Services or in an enforcement or compliance role
Sound knowledge of pertinent legislation such as, Land Transport Act 1998, operative New Plymouth District Council Bylaws, Freedom Camping Act 2014, Reserves Act 1977, Local Government Act 2002 and the Health Act 1956
Valid full driver’s licence
Computer literacy
Excellent written and oral communication skills
A proven performance in customer service and response to enquiries
