Are you an engineer with a passion for strategy, leadership, and winning complex tenders? HEB Construction is seeking a Bid Manager/Winning Work Project Engineer with a strong engineering background to lead high-value tender submissions and support the successful transition to project delivery across major and complex infrastructure projects.
**About the Role**
With a strong pipeline of major work on the horizon, we are looking to expand our highly skilled workforce. We are now looking to bring a Bid Manager/Project Engineer onboard to join our team, with a particular focus on BAU bid management and also developing detailed technical input for constructability and pricing during the pre-construction phase of projects.
As a Bid Manager/Winning Work Project Engineer, you will partner with the wider business to take charge of tender development and management for both business as usual (BAU) and complex major projects. Working closely with internal teams and external partners, you'll lead the creation of competitive, compliant, and compelling bids that align with our commercial, technical, and strategic goals. Your industry expertise will be key to ensuring constructability, risk mitigation, and submission compliance.
You'll benefit from exposure to a broad range of responsibilities, including:
- Leading the end-to-end development and submission of high-quality, competitive tenders aligned with client and company objectives.
- Managing multidisciplinary bid teams, owning programme, roles, and responsibilities.
- Providing engineering and constructability input to drive efficient, cost-effective bid solutions.
- Coordinating inputs from estimating, design, construction, legal, and commercial teams.
- Overseeing non-price attributes, tender budgets, and risk management.
- Championing innovation, sustainability, and value engineering across all tenders.
- Building and maintain strong relationships with clients, consultants, and internal stakeholders
**About You**
We're looking for someone who has:
- A Bachelor of Engineering (or equivalent)
- Broad, hands-on infrastructure experience across civil construction disciplines including earthworks, utilities, and structures.
- Ideally proven bid management expertise, including contract and commercial understanding, budget and programme control, risk assessment, and cross-functional team coordination.
- Knowledge of various tendering and delivery models, from lowest price to complex alliance frameworks.
- Strong planning, constructability insight, and problem-solving skills.
- Solid estimation knowledge and ability to support cost build-up.
- Skilled in developing detailed construction programmes.
- Exceptional organisational, time management, communication, and leadership skills.
- Ability to manage multiple bids and stakeholders under tight deadlines.
- Passionate about quality, innovation, and continuous improvement.
