Waimakariri District Council is seeking a Property Services Team Leader to provide technical and professional leadership for its Property Services Team, based in Rangiora, North Canterbury. The Waimakariri District is known for its strong sense of community and has the highest rate of home ownership in the country. It is one of the fastest-growing areas in New Zealand, and the third-largest, by population, in the South Island.

This growth brings with it abundant challenges and opportunities across a diverse range of existing areas and new developments. The Property Unit is committed to effectively supporting and managing the Council's current and future property portfolio for the benefit of the community.

As a kaitiaki (guardian) of Council's assets and facilities, we play a vital role in promoting sustainable effective property solutions for our community while also delivering strategically significant developments and programmes. Members of the Property Services Team facilitate, negotiate and manage a wide variety of property interests for horizontal and vertical infrastructure. This extends from pipes to parks, roading to land drainage, camp grounds, libraries and leisure centres, service centres and office accommodation, as well as provision of housing for the elderly and significant rural land holdings, commercial property and forestry blocks.

Reporting to our Property Unit Manager, you will lead a team of property professionals that operate, manage and advise on a wide variety of land and property for the benefit of our District. The Property Services Team acts as a shared support service across Council, providing professional property advice as well as lease, tenancy, facilities, asset and property management services. In particular, you will support and guide the members of our team who deal with our pensioner housing, facility and lease management activities, property advisory and transactional services. You will be responsible for the development and oversight of budgets for operations and works programmes, both capital and operational.

Working closely with our Property Projects Manager, Acquisition and Disposals Officer and Property Systems Coordinator, you will liaise, advise and collaborate with various asset owning Council departments, elected members, senior managers and other stakeholders within and outside Council. Additionally, you will work to maintain good relations with developers, iwi, vendors and lessees as well as the general public.

Your knowledge of the regulatory framework for council property (including legislation, bylaws and other council and government policy) will help you provide compliant, high quality land management and property services. This will extend to technical advice and expertise involved in securing, protecting and enhance a property portfolio that is valued and enjoyed by the community.

Your ability to develop and grow the capacity and capability of teams will be evident, along with a track record of building a collaborative ‘can do' team culture that puts customer service and common sense to the fore and champions Council's values - Tā mātou mauri.

To be considered for this role you will, along with strong experience in property, also have a relevant tertiary qualification (in Property) and / or property related Law. You will be good at verbal and written communication, in particular report writing, and will also have strong skills in relation to the full Suite of Microsoft Office, and in particular strong abilities with Excel and ideally pivot tables.
