About the role
The National Intelligence Centre (NIC) supports Police leaders and officers to prevent crime and harm through exceptional policing. Our work is used to inform deployment of resources, understand the criminal environment and crime problems, and facilitate evidence-based action and prevention.
In late 2021, the NIC established the Tactical Intelligence Unit (TIU) which is responsible for supporting and enabling Intelligence analysts who deliver tactical intelligence in districts nationally. This tactical intelligence has a staff safety focus, with analysts focusing on identifying and mitigating risks associated with the highest risk individuals in our communities. This work supports Police’s Tactical Response Model (TRM), with analysts working within structured deployment contexts.
The TIU needs a Capability and Training Advisor who will help with development and enhancement of tools, techniques and processes used by Tactical Intelligence analysts, and who will also have a role in developing and delivering training for these analysts.
Key Accountabilities
Your role will be to ensure our Tactical Intelligence analysts are trained and enabled to support the prevention and effective resolution of the highest-risk incidents Police deploy to.
As the Tactical Intelligence Capability and Training Advisor, you will be training analysts on how to provide Tactical Intelligence that will inform and support high risk operations. You will also assist with identification and creation of tools, techniques and processes that the analysts will use, and you must therefore have an inquisitive and innovative mindset.
You will play a critical role in TRM by ensuring our team understands the principles of Intelligence and the Intelligence cycle specific to tactical deployment. This includes the production of detailed ground and threat assessments within the context of a broader Intelligence-enabled decision-making process.
All tactical intelligence roles are still relatively new, so you will need to be able to contribute to the design, development, maintenance, and delivery of Tactical Intelligence techniques and content.
Key Tasks
- Scan and research for capability development opportunities that could be applied in the delivery of tactical intelligence to enhance staff safety.
- Maintain currency with, and provide expert advice and technical guidance in, analytical process, methodology and tradecraft, including emerging and international techniques.
- Provide advice to leadership on capability opportunities, and how these could be delivered.
- Contribute to the management and development of tools, techniques and standards set and managed by TIU.
- Contribute to the design, development, maintenance, and delivery of Tactical Intelligence training content.
- Align Tactical Intelligence training with current best practice.
- Conduct formal training, on-the-job training and briefings for courses, groups, and individuals.
- Build strong relationships within National Intelligence, Special Tactics Group (STG), Armed Offenders Squad (AOS), district tactical teams and District Intelligence Managers.
- Provide on the ground coaching and mentoring.
What you’ll bring
- An innovative, growth mind-set to contribute to the on-going evolution of the function and the positive culture of the TIU team.
- You will have experience in the Intelligence field and/or Tactical Operations environment.
- Experience in creation and delivery of training.
- A love of coaching and mentoring.
- Willingness to travel nationally.
Being part of the Police whānau is about being our best to ensure our communities are safe and feel safe. Our Core Competencies provide a shared understanding of the behaviours, leadership and technical competence required for success at each level of Police. While we are looking for skills, knowledge and experience relevant to the role, we also place high importance on your state of mind, the alignment of your values with ours, your ability to contribute to, and build, high performing teams, and the way that you lead yourself or others.
