This is a permanent position, providing a great opportunity for development. We are interested in hearing from people who are eager to further develop their leadership capability and experience, while also supporting the performance of their team and Te Manatū Waka.
Te Manatū Waka is responsible for stewardship of the transport legislative framework across land (road and rail), aviation, and maritime, including over 20 pieces of primary legislation and over 150 regulations and rules. To help develop, maintain and improve this complex system Te Manatū Waka established the Regulatory Policy team in its System and Regulatory Design Group.
Along with a varied and complex set of projects, the Regulatory Policy team also supports and monitors the whole cross-agency transport regulatory work programme and functions as a centre of expertise on regulatory and legislative design.

**Key responsibilities include**:
You will be at the forefront of developing innovative approaches to regulatory design, addressing cross-system regulatory challenges, and working on changes to varying aspects of the transport legislative framework. You will enjoy developing new internal and external relationships to support collaboration, consultation and engagement.

**This role may include responsibility for**:

- Leading and supporting urgent legislative change to support government priorities, including strengthening regulatory and enforcement tools to address dangerous behaviour.
- Leading the shape, design and delivery of work relating to regulatory stewardship across transport modes e.g. work to reshape the regulatory framework for local government decision making.
- Supporting policy work on our Regulatory Systems Transport Amendment Bill projects, including preparing for large-scale public consultations and the legislative process.
- Undertaking deep-dive system assessments of parts of the transport framework, for example into the transport services licencing system or the regulation of helicopters and small aircraft.
- Supporting and providing expertise to teams across Te Manatū Waka on system and legislative design and process.
- Developing expertise on our international transport agreements and memberships (e.g. International Maritime Organisation) and contributing to system wide assessments and work to amend legislation in response to our international obligations.

As a Senior Adviser, you'll bring your solid background experience in problem-solving complex issues, assessing options and advising on a direction. You'll be someone who can understand the political nuances and system-wide, long-term impacts of a policy issue. Ideally, you will have an understanding of New Zealand's legislative framework and legislative change processes.
We are looking for someone who will be confident managing their work to ensure efficient, targeted policy advice is provided to support the delivery of organisational and government goals. You are comfortable working independently and building relationships across government. You will need to be a good communicator capable of working with a wide range of stakeholders, from those in the public sector, in industry and in the wider transport sector.
You will need to understand the importance of the relationship between te Tiriti o Waitangi and the work of Te Manatū Waka in policy development.
